Who is behind the ISIS attack, and bears responsibility?

 ISIS mercenary cells launched an attack that is the most violent of its kind since the announcement of the geographical elimination of ISIS in northern and eastern Syria, on March 23, 2019, the attack targeted Al-Sina'a Prison, where thousands of mercenaries are being detained, who were arrested during the campaigns launched against ISIS.

 The attack on Al-Sina’a Prison in Al-Ghwairan neighborhood in Al-Hasakah city was carried out by detonating a car bomb in the prison wall, followed by the detonation of two motorcycles, and the occurrence of a riot inside the prison, and the control of the detainees’ weapons by ISIS mercenaries over the guards’ weapons and their families.  Then, ISIS cells launched a violent attack, estimated at about two hundred mercenaries, on the vicinity of the prison, and fortified the neighborhoods adjacent to it, such as Al-Zohour, Ghweran, the College of Economy, the bakery center and the silos adjacent to the prison.

 The attacking mercenaries used the residents as hostages during the clashes that took place in the Al-Zohour and Al-Ghwairan neighborhoods.  Through specific operations, the Internal Security Forces and the Syrian Democratic Forces managed to free the hostages and kill dozens of the attacking mercenaries.

 Clashes between the Internal Security Forces, with the support of the Syrian Democratic Forces, on the one hand, with ISIS cells inside the prison continued for seven continuous days, during which ISIS mercenaries who organized a sit-in inside the prison and tens of the attacking cells were forced to surrender.

 Where did the attacking ISIS cells come from?

 The most important question;  Where did the ISIS cells that attacked Al-Sina’a prison in Al-Ghwairan neighborhood in Al-Hasakah come from?  According to the preliminary investigations conducted by the Internal Security Forces and the Syrian Democratic Forces with members of the attacking cells of ISIS who were arrested during the attacks, most of the attackers came from the areas occupied by the Turkish occupation state, from Serêkaniyê / Ras al-Ain and Girê Spî / Tel Abyad.  This is irrefutable evidence that the attack was planned by Turkey.

 Also, the role of the Damascus government in this attack cannot be overlooked, whether by promoting the occurrence of fighting between Kurds and Arabs through its official media outlets, or by covering up the sleeper cells in the security square under its control or in its surroundings, which were launched on January 27. A cell of 5 mercenaries from the vicinity of the security square at one of the internal security checkpoints, and the forces were able to quickly contain the situation and eliminate the cell.

 The main objective of the attack on the industrial prison was to smuggle leaders of ISIS mercenaries, led by leaders of Turkish nationality.  The second goal is to create a sectarian conflict between the Kurds and Arabs through the external attacks that took place, and this appeared through the Turkish media and the so-called Syrian National Coalition, the political umbrella for the mercenaries of the National Army.

 The third and most important goal is to show the whole world that the Syrian Democratic Forces are unable to protect the area, but all bets have failed, because the Syrian Democratic Forces managed to contain the situation, control the prison and eliminate the attacking ISIS cells in a timely manner.

 Who is responsible?

 The recent attack of ISIS mercenaries on the prison proved the assertions of the Autonomous Administration of North and East Syria, that the threat of ISIS mercenaries still poses a real threat to the whole world and not to the regions of northern and eastern Syria, and that the main supporter of the mercenaries is the Turkish occupation state, which is trying to drain the Syrian Democratic Forces through its continuous attacks on the region, and the evidence is that the Turkish occupation state and its mercenaries launched a ground attack on Tal Tamr district, after the Syrian Democratic Forces announced control of the industrial prison on January 26.

 But the major responsibility lies with the international coalition, the participating countries, the Security Council and the international community, first for not deterring them from the attacks of the Turkish occupation state, which is trying to drain the Syrian Democratic Forces and consequently its inability to tighten control over the detentions of ISIS mercenaries in northern and eastern Syria, numbering 7, among whom there are  About 12,000 mercenaries.

 The international community and the countries of the international coalition also neglected the appeals and appeals of the Autonomous Administration of North and East Syria about the necessity of forming an international court to prosecute ISIS mercenaries.  The marginalization of the file of ISIS remnants of detainees and their families in the al-Hol camp, numbering approximately 60,000, most of whom are children and women.

 Results

 The resistance shown by the Internal Security Forces and the Syrian Democratic Forces, and the encirclement of all segments of the people and its components of the Kurds, Arabs and Syriacs, led by the people of the Al-Zohour and Ghweran neighborhoods, thwarted the scheme, prevented the detainees from escaping from the industrial prison, and a conflict occurred between the Kurds and Arabs, and the Syrian Democratic Forces proved once again that they are patriotic forces  Syria par excellence.

 To completely end the file of ISIS mercenaries within the regions of north and east Syria, the countries of the international coalition, the international community and the Security Council must work seriously to stop the Turkish attacks against north and east Syria, stand on the documents that have emerged about the close relationship between the Turkish occupation state and ISIS mercenaries, and work to get Turkey out  From the occupied areas that have turned into centers for harboring ISIS mercenaries, and the formation of an international court to prosecute ISIS mercenaries in northern and eastern Syria.
