Panorama of week: Arab normalization with Damascus await, Brotherhood rejects Haftar and Gaddafi’s son candidacy

The Arab countries that provided the Damascus government with doses of normalization eyes for corresponding steps, before returning Damascus to the chest of the Arab League, while the Brotherhood in Libya rejected the candidacy of Khalifa Haftar and Gaddafi’s son for the presidential elections.

During the past week, Arab newspapers reported on Arab normalization with Damascus, in addition to the Libyan elections, as well as the Sudanese crisis and possible alliances to be established in Iraq after the early parliamentary elections.

The roof of “normalization” with Damascus... and its consequences

 Asharq Al-Awsat newspaper said: "After the recent doses of "Arab normalization" with Damascus, there are expectations from major Arab countries for "Syria's steps" before taking a larger political initiative represented by the return of Damascus to the Arab League during the Arab summit scheduled in Algeria in the spring of next year.

On the past few days, a series of public and non-public meetings between Arab and foreign officials to discuss the Syrian file to discuss coordination between the parties involved. "

For these countries, they believe that they have made the "first step" with Damascus, and therefore considers "Syrian Steps", before the normalization train goes into its next stations, and the individual expectations of individual or association are three levels:

First, Syrian files, such as positive dealings with the political process and meetings of the Constitutional Committee, which is being held by the its seventh round in 13 next month with the facilitation of the envoys Piedersen, and with the return of refugees, detainees and displaced persons.

Second, Jeopolitical expectations, related to Iranian presence in Syria and Turkish media in its north and the possibilities of opening a channels between Tel Aviv and Damascus. The demands are no longer focusing on Iran's fully exit from Syria. It is no longer expectations for mitigating and definition or dissolution of Iran.

As for Israel, there is a bet in some countries to close Damascus from Tel Aviv in the hope of deporting Tehran, proof of deep coordination between Russia and Israel against the Iranian military presence in Syria.

The third, a bilateral level, concerns Damascus’ cooperation in the areas of combating terrorism and crime, controlling borders with Jordan, and stopping drug smuggling to Arab countries, whether from Jordan’s borders or from Syrian and Lebanese ports, in addition to cooperation in not providing “additional payments” of refugees to neighboring countries.

In the United States, Washington has not prevented the Arab countries from normalizing with Damascus, asking these countries to obtain internal or geopolitical “Syrian concessions” while reminding them of the sanctions of the “Caesar Act.”  But at the same time, it informed European countries of the need to maintain the “three no’s”: no to financing the reconstruction of Syria, no to breaking isolation, and no to lifting sanctions before achieving progress in the political process according to 2254.

Sources for “Al-Ittihad”: “The Sadrist Movement” intends to nominate Al-Kazemi to head a new government

 In Iraq, the Emirati newspaper Al-Ittihad said: "Political sources in Iraq confirmed that the current Prime Minister, Mustafa Al-Kazemi, is among three personalities that the "Sadr Movement", led by the Iraqi cleric Muqtada al-Sadr, intends to propose to form the new Iraqi government, after the final results were announced.  For the early parliamentary elections held last month.

 The sources indicated that the "current", which led the results of the early parliamentary elections, obtaining 73 seats, according to the preliminary results, had adopted three nominees to take over the government's duties with the Kurds, and the "Progress" coalition led by former Parliament Speaker Muhammad al-Halbousi, and among these names is al-Kazemi.

 The sources indicated that there is consensus from some political forces on the initiative of the leader of the “Hikma Movement” Ammar al-Hakim, which he launched to agree on the election results and move forward in the political process, but they confirmed that the “Sadr movement” may set conditions, including the re-nomination of Al-Kazemi, to sit.  To the table of understandings expected to start after the announcement of the final results of the elections.

 Al-Hakim called on the winning forces in the elections to develop a formula of understanding that leads to rebalancing the political process, through a comprehensive national agreement, adopted by everyone, with clear and practical mechanisms, points and times.
