Çiya Kurd: Afrin IDPs return requires international guarantees to return homes

Vice co-chairmanship of the Executive Council of the Autonomous Administration in North and East Syria, Bedran Çiya Kurd, said during an expanded seminar organized by the Democratic Union Party, the PYD, in the German city of Bonn and attended by a crowd of members of the Kurdish community, stressing to return of Afrin IDPs, who were forced to displace, but the situation in Afrin now is very dangerous for returning Afrin IDPs to their homes.

Noting that the return requires "international guarantees and security plans for the safe return and the provision of a fair judicial atmosphere to return the confiscated property, homes and looted items," referring to the daily killings and kidnappings that the occupied city has witnessed since 2018.

Bedran Çiya Kurd urged the members of the Kurdish community to unite efforts to expose the crimes of the Turkish occupation in the occupied areas, foremost of which are Afrin, Serêkaniyê/ Ras Al-Ain and Girê Spî/ Tal Abyed, and to develop various activities and events abroad to expose the occupation and its mercenaries.

In another context, he said that the Autonomous Administration of North and East Syria was the result of the will of the peoples of the region, and although it was not long-term, it proved to be the best model on which to set the political course and a firm Syrian national base for resolving the Syrian crisis.

Bedran Çiya Kurd also referred to the current phase of AANES and described it as historical: "The phase we are going through in the current period is historic for us. On the one hand, AANES is becoming more recognized and politically open than ever before. On the other hand, Turkey is trying in various ways to eradicate this experience and to spread extremism in the region, as it is doing in the occupied areas of the north of the country."

"The only fact that cannot be denied is that there is no solution to the Syrian crisis without the AANES and the will of its sects, noting that the main reason to prolong the Syrian crisis is the interference of regional countries according to its interests at the expense of the Syrian people."

He referred to the fundamental differences between Law No. 107 of 2011, promulgated by the Damascus Government, and AANES as a project characterized by social, political, security, development and rights characteristics consistent with the reality of the characteristics that distinguish each region from the other.

 "Law No. 107 does not meet the aspirations of the people of the region and does not exceed the rearrangement of functions and powers of administration between the centre and local councils, as well as the adoption of the principle of partnership between the centre and the regions in the management of sovereign issues (political, military, security, economic and financial).

Çiya Kurd stressed that it was not possible to return to pre- 2011, noting that the Government's position was nothing more than to reevaluate the pre- 2011 reality, stressing that "recognition of the new reality in Syria is an important step but must be accompanied by realistic perceptions of the resolution of the deep-rooted crisis."

He touched up during his speech saying," The most recent political situation and developments in the Middle East and the world at large."
