Expert on Islamic movements, international terrorism: IC is involved in ISIS' existence

An expert in the affairs of Islamic movements and international terrorism linked the issue of the final defeat of ISIS mercenaries to the need to provide international support for the Autonomous Administration and curb Turkish attacks that impede efforts to combat ISIS remnants, but he expressed his disappointment due to the international community's bias towards Turkey which supports ISIS.

ISIS mercenaries have recently intensified their activity in both Syria and Iraq, where it was reported that on August 6, they kidnapped 11 people from Makhmour area in Southern Kurdistan, and kidnapped two others on August 7. They also launched an attack in Idlib, in which at least 6 of Damascus government forces and militiamen loyal to it were killed.

The recent two attacks of ISIS mercenaries in both Syria and Iraq indicate that they are rearranging the ranks again, and moving from the stage of sleeper cells to the stage of launching attacks.

After announcing their elimination in their last stronghold in Syria in Al-Baghouz town on March 23, 2019, ISIS mercenaries retreated to the east of the Euphrates River in the Badia extending between the governorates of Homs and Deir Ezzor at the border with Iraq, and in Iraq in what is known as the Triangle of Death, which is an area that extends from the north of Diyala province, located east on the borders of Iran, to the south of Kirkuk province and east of Salah Eddin province in the north, and now surprise attacks are being launched from these areas.

They limited their activities to the work of sleeper cells that carried out kidnappings and assassinations.

A report issued by the United Nations Sanctions Monitoring Team on July 2^th confirms that "ISIS is leading at least 8,000 fighters across Iraq and Syria at the present time." The report also confirmed that "ISIS is likely to continue attacking civilians and other soft targets in the capital (Baghdad) whenever possible to attract media attention and embarrass the Government of Iraq."

In a related context, the Autonomous Administration of North and East Syria calls since the end of the geographical control of ISIS mercenaries in the areas east of the Euphrates River for the need to establish a court to prosecute the mercenaries who are present in the Autonomous Administration's detention centers, and who number about 12,000, in addition to the need for countries to repatriate their nationals in the Autonomous Administration's camps; however, the international community has not moved a finger so far, and the Autonomous Administration confirms that the danger of these mercenaries and their families who train children in the camp on the extremist ideas and approach of ISIS is increasing day by day.

ISIS still exists with its dormant, active and latent cells

Expert in the affairs of Islamic movements and international terrorism, Monir Adib, explained to ANHA that ISIS has not ended, and said, "The former US president announced on March 22, 2019 that ISIS has finished, but ISIS still exists with its sleeper, active and latent cells, this issue must be reconsidered.

Monir Adib explained that there are international conditions that help the presence and activity of ISIS, and said, "There are countries that support this organization and provide it with an incubating environment, including the Turkish state."

Adib ruled out a close defeat of the mercenaries with the availability of Turkish support for these groups, "As long as there are countries that support these extremist organizations, benefit and invest their presence for the sake of their interests, these organizations will continue to exist and will have an impact on the political scene," noting that the international community does not seek to eliminate ISIS mercenaries once and for all, and he said, "Unfortunately, the international community is implicated in the existence of ISIS, and turns a blind eye to the countries that support it."

Adib stressed, "If the international community wishes to eliminate ISIS mercenaries once and for all, it must confront the countries that support them, and it must cooperate with the Arab countries and the forces that have born the responsibility to confront them, and stipulated that" this confrontation be extended, different and varied, security, military and ideological, and the international community must remove the incubating environment for these organizations, providing them with no space and no opportunity to invest, work, and have a vision to confront this organization."

The international community is biased towards Turkey, so it turns a blind eye to ISIS file

Monir Adib touched on the main reason for the international community's failure to solve the dilemma of ISIS mercenaries and their families in north and east Syria, despite repeated appeals by the Autonomous Administration and the Syrian Democratic Forces, and said, "The reason why the international community did not support the Autonomous Administration and the Syrian Democratic Forces regarding the ISIS file lies in that it is biased towards Turkey which is launching attacks against the Syrian Democratic Forces that are fighting ISIS, and it is understood that the international community is biased towards supporting the terrorist organization, not confronting it."

If the international community is serious about eliminating ISIS, the Autonomous Administration must be supported

Monir Adib stressed, "If the international community is serious about eliminating ISIS mercenaries, it must support the Autonomous Administration of North and East Syria, and confront Turkey which is launching attacks on the areas of north and east Syria and the Syrian Democratic Forces that are confronting terrorism," and said, "At that time we can say that the international community is seeking to eliminate ISIS."
