Jurist: SC gets over articles of Geneva Convention 4th on humanitarian aid

Jurist Ismat Ibrahim stressed that "the recent Security Council resolution is a violation of international conventions, specifically the articles of the Geneva Convention 4th regarding the delivery of aid to all those affected by the war and the need for everyone to have access to medical services, as well as a violation of United Nations Resolution 2139 which stipulates granting humanitarian aid to all Syrians."

The speech of the Syrian Kurdish jurist came as a comment on the recent Security Council's resolution in which it extended the entry permit for aid through Bab al-Hawa crossing, which is controlled by Hayet Tahrir al-Sham (formerly Jabhet al-Nusra) in exchange for extending the closure of Tal Kocher/Al-Yaroubiyya crossing, which connects the Autonomous Administration areas with Iraq, and the aid used to be arrived to more than 5 million Syrians through it before its closure.

The Autonomous Administration said in a statement that the decision came as a result of Russian and Turkish pressure on the Security Council, and considered the decision to extend the closure of Tal Kocher crossing "a punishment against five million people in north and east Syria."

For his part, Jurist Ismat Ibrahim told ANHA that "legally, closing Tal Kocher crossing is unreasonable because there are many international conventions in this regard, including Geneva 4 whose articles are clear and explicit in this respect."

Ismat Ibrahim added, "The Geneva Convention stipulates in its four rounds that in any area where a war occurs, humanitarian aid must be delivered there, and crossings must be provided for the arrival of aid, but the Geneva Convention was moved on after the decision issued by the Security Council under the influence of the Russian veto to open Bab al-Hawa crossing, keeping Tal Kocher crossing closed.

Ibrahim pointed out that "opening Bab al-Hawa crossing is to serve the mercenaries of Tahrir al-Sham represented by Jabhet al-Nusra directly, while those who fought ISIS mercenaries and contributed to the end of this organization as the Syrian Democratic Forces were deprived of humanitarian aid, and this indicates that there is an international duplicity in manipulating with the region people's fate according to its interests."

The Syrian Jurist Ismat Ibrahim concluded his speech by saying, "The United Nations and the Security Council have become a toy in the hands of countries whose interests are only concerned with them, and laws are issued according to the interests of these countries, so the closure of Tal Kocher crossing has proven that personal interest is above international law, and all decisions issued by international forums are on the people's account in the areas of north and east Syria, as well as the countries present there aim to thwart the Autonomous Administration project."
