With the revolution derailed and exploited by regional and international actors, the peoples of Northern and Eastern Syria took another route, resulting in the official announcement of Democratic Autonomous Administration in three "Al-Jazeera" cantons on Jan 21st 2014, followed by Afrin and Kobani by declaring their own administrations on the same month, which is one of Syria's most historic steps.

This inter-people's alliance has resulted in the building of civilian institutions in areas liberated from ISIS and other mercenary groups.
After the liberation of the city of Raqqa, declared by ISIS as the capital of its alleged caliphate, in October 2017, there were seven civilian and autonomous departments in northern and eastern Syria. "Al Jazeera, Afrin, Euphrates, Manbij and its countryside, Raqqa, Tabqa, Deir-ez-Zor," On this basis, the Syrian Democratic Council held 3rd its Conference, on July 16th 2018, recognized the need to establish an administrative structure to coordinate services among the liberated areas Democratic Autonomous Administration of Northern and Eastern Syrian.

The Preparatory Committee for the Formation of the Autonomous Administration of Northern and Eastern was formed on Sep 6th 2018, during a meeting of 70 members from various departments in NE, Syria at HQ of the Syrian Democratic Council in Ain Issa area.

During this meeting, it was announced that the Autonomous Administration consisted of the General Board of Autonomous Administration, the Executive Board and the Justice Council.

Despite the successes of the Autonomous Administration, non- official political recognition is an obstacle to resolving pressing outstanding problems and issues, including the presence of thousands of ISIS mercenaries and their families, as well as camps housing thousands of Syrians and others.

"Important party"
The coordinator of the rally of secular Syrians democrats in As-Suwayda, Samir Azam, spoke about the importance of the Autonomous Administration: "Autonomous Administration has become an important player on the Syrian scene for three reasons. First, the organization of society in cities, districts and towns has led to the formation of a valid and demanding self-reliance situation, both in service and in the military, the organization of society has produced the People's and Women's Protection Units YPG, YPJ, who have defended cities, neighborhoods and towns in areas of northern Syria that have been invaded by terrorists from inside Syria and from Turkey. "

Azam continued: "Second, the development of self-protection units, the pillar of which was Kurd, to include the remaining Syrian components in northern and eastern Syria and the formation of the Syrian Democratic Forces, third, the military alliance with the American-led International Coalition with the war on terror to counter the invasion of the Islamic Caliphate."ISIS "controlled most of eastern, northern and central Syria, liberating all cities and regions from the control of ISIS terrorists and burying their ISIS Caliphate in the last strongholds Al- Bagaouz on March 23rd 2019."

On the resolution of outstanding issues, in particular the issue of ISIS mercenaries, Turkish occupation and others, Azam said: "The resolution of the issue of mercenaries, Turkish occupation and political recognition of the AANES is possible by the West should the military alliance with the West develop into a political and economic alliance, thereby AANES to be part of the complete and final resolution of the Syrian crisis. "

He added: "The military victories of the Syrian Democratic Forces' military alliance with the American-led International Coalition in the War on Terror culminated in the collapse of ISIS Caliphate in Raqqa, in October 2017 and the burial of the last of its strongholds in Al-Bagouz, on March 23rd 2019, the significance of which is paralleled by the collapse of the Ottoman caliphate 1918. This has brought the conflict into Syria at a new juncture, and the first to realize this is the AKP and its president, Recep Erdogan. "

He explained that "With successive Syrian Democratic Forces victories over Turkish mercenaries, Erdogan realized that his mercenaries could not counter the Syrian Democratic Forces, so he began preparing for direct military intervention in northern Syria, stopped the feuds with Russia and Iran, changed his hostile stance on the regime, abandoned the goal of toppling it and began coordinating with them as enemies of AANES, resulting in the Turkish army's occupation of the cities of Jarablus and Al-Bab in the summer of 2016. His alliance with Russia and Iran culminated in the aggression and occupation of Afrin in March 2018, and their alliance continued with aggression and occupation of the cities of Ra's Al-Ain and Tal Abyed in summer 2019. "

"The solution is clear."
As for the prospect of a solution in Syria, Azam said: "its features will become clear by a return to the resolutions of international legitimacy after the disastrous consequences of the course of Astana by Turkey, Iran and Russia, and the resulting war crimes, crimes against humanity and ethnic cleansing."

After the failure of the Central Nation State to achieve social, economic and political equality among Syrians and its terrible failure to bring about balanced and sustainable economic development between Syrian regions and provinces, it had exploded in 2011, and the military conflict that had taken place in Syria for 10 years had proved impossible and futile to resolve the crisis with centralism, whether national or religious.

Samir Azam concluded: "The resolution of the current crisis in Syria and its accumulated crises since the establishment of the nation-State in Syria in 1958 has proved to be possible only in the national State of the Syrian Republic's project of democratic decentralization, AANEAS, by addressing terrorism with the courage and fraternity of the Syrians, the political freedom of all political parties and forces, and the dignity of the lives of its citizens, has provided a model for a just and definitive solution to the Syrian crisis.
