Al-Abd: New constitution will fail without participating AA

Vice-Presidency of the Executive Council in the Autonomous Administration of North and East Syria Hamdan al-Abd said that the failure of the Constitutional Committee came due to foreign interference in Syrian affairs, stressing the necessity in drafting constitution includes all the components without excluding any sect.

The Syrian Constitutional Committee is one of the outcomes of the "Sochi" conference held by Russia in early 2018, and claims that it is seeking to draft new constitution for Syria, which is supported by UN, considers the only way to solve the Syrian conflict through political solution, according to the vision of its envoy to Syria, Geir O. Pedersen.

But many observers and specialists in the law see in the constitution to be drafted in repeating the current constitution that dominates on the power.

According to Geir O. Pedersen, it is a political process owned by the Syrians and led by Syrians, but Russia, Turkey and other countries have appointed the 150 members of the committee, excluding the Autonomous Administration of Northern and Eastern Syria, which represents the will of nearly 5 million Syrians.

'Military solution and quota sharing'

Vice-Presidency of the Executive Council in the Autonomous Administration of North and East Syria Hamdan al-Abd stated that "all that has been proposed since the beginning of the Syrian crisis is the sharing of shares and influence."

Al-Abd pointed out that "any dialogue or decision issued by any conference or committee that does not take into account the interest of the Syrian people and does not guarantee the rights of all its components is doomed to failure; the Syrian people are the ones who decide their fate, away from foreign alliances and dictates."

False conferences'

Al-Abd added, "The countries that guarantee a political solution have sponsored many conferences from (Geneva 1, Astana and Sochi conference to the last session in Geneva), all of them are tricking the Syrian people, its purpose to re-take the lands that Syrian government has lost, leaving it an arena for terrorizing Jabhet al-Nusra and ISIS/Daesh."

'Overwatering the details to waste time'

Al-Abd pointed out that the allied countries of each party in the committee have a desire to prolong the duration of the Syrian crisis, and expressed his regret at the work of the participating delegations by saying, "The two delegations, the opposition and the government, always level accusations of disrupting the meeting, under the pretext of provocation, and always one of the parties withdraws, so that Geir O. Pedersen reunites them. And postponing the meeting to a later time without tangible results from the government delegation adopting a "policy of wasting time and drowning in details", and matters considered outside the tasks entrusted to the Constitutional Committee. As for the opposition delegation, it always presents proposals beyond the constitution, so we return again to the problem of wasting time at the expense of the blood and pain of the Syrians. "

Al-Abed stressed that “all the Syrian people are calling for democratic and fair elections, the return of the displaced, and the rebuilding of the infrastructure,” while we see that each of the parties is calling for this under the pretext of their fear for the Syrians, there is no dispute about that. The disagreement over drafting a Syrian constitution in line with all components of the Syrian people without excluding anyone, and fair and democratic elections supervised by UN.

And added " AA adopted 3rd line, it is national opposition in the first place, we did not attack anyone, so-called National Army or Syrian Army on the lands under our control, when we fought them to protect us, and to defeat the terrorism, the first thing that the Autonomous Administration called for was a guarantee. The unity of the Syrian land, and the work to fight terrorism, and the drafting of a Syrian constitution, which preserves the right of all components of the Syrian people, but what we have noticed in the recent period is the conflict between the armed opposition and the Syrian government, which it believes is the decision-maker and is the legitimate government approved in international forums.

Adding that "the failure of the Autonomous Administration to enter the constitution-drafting committee is the result of external interference."

'The ideal solution to the Syrian crisis'

Al-Abd explains this by saying, "Since the beginning of the formation of the Autonomous Administration, we have proposed to all parties as an ideal solution to get out of the Syrian crisis, on a democratic, pluralistic and decentralized basis that guarantees the rights and dignity of all components. Syria is not ruled by religion or nationalism, but rather is governed by a Syrian constitution, agreed upon by all parties. And ending the strife, renouncing violence and bloodshed, and the return of the displaced and we focused on this topic a lot. "

Al-Abd affirmed, "There are many United Nations decisions on the Syrian issue, and that there are great powers that intervene in these decisions, based on their interests and on the basis of sharing influence, and the United Nations always issues decisions, but they are issued by paper, and are not implemented on the ground." That all decisions are to guarantee the rights of the people, instead of guaranteeing the rights and interests of those countries at the expense of the blood of Syrians. "
