Despite lack of the services for 9 years and destroyed infrastructure in the countryside of Deir Ezzor as a result of the battles, the liberated countryside of Deir Ezzor began to rise again in terms of service, and the Municipalities Authority has submitted a plan for improving the reality of the region as a whole this year.

2020 ... servicing and restructuring year in the liberated areas in the countryside of Deir Ezzor

Deir Ezzor regions, as other Syrian regions, have suffered from destruction due to the struggle since the outbreak of the Syrian revolution in March 2011, but it was able to improve the service reality through the “Deir Ezzor Civil Council”, though recently liberated from ISIS mercenaries in March 2019.

Deir Ezzor Civil Council provides services according to the capabilities available to the Autonomous Administration of North and East Syria (AANES) which are developing year after year.

The Municipalities provide services in a geographical area of up to 17 thousand square kilometers, inhabited by more than one million and 650 thousand people, and displaced from the areas of the Syrian interior controlled by the Damascus government forces, according to statistics of the Deir Ezzor Civil Council.

2020 is considered one of the years that the most services are provided, compared to previous years, as the services budget reached 4.5 billion Syrian pounds, in addition to $ 2.5 million, as indicated by the co-chair of the Autority, Mumtaz al-Hafel

Hussein Daham al-Abed, one of the elders of the Shaitat clan from Shannan town in the eastern countryside of Deir Ezzor, believes that the services are good and improving, calling at the same time the Deir Ezzor Civil Council to provide more services in the “electricity, water, and agriculture” sector.

During the past year, the Authority’s work focused on serving the eastern region, as it intended to provide its centers with engineering mechanisms, form a fire brigade, rehabilitate technical services, roads, rehabilitate and construct water stations, build bridges and ferries projects, and improve towns and villages. 

'Technical Services Directorate'

During 2020, the Directorate provided its municipalities with “10 tractors for the Hajin area, 10 firefighting vehicles and the fire brigade, dumpers, fuel and fuel tanks, water tanks, corduroys, rollers, bulldozers, and staff transport vehicles. "

The workshops rehabilitated some important key roads, the most important of which are connecting the western and eastern countryside," Koniko diversion ", with asphalt material, with a length of 9 km, and rehabilitating the Al-Hussan-Al-Muhaimidah road in the western countryside.

In addition to rehabilitating the Jarwan-Abu Khashab road in the northwestern Badia, preparing the road for the Kasra Water Station and Al-Sawa water station road, and the Al-Bahra road linking it with the town of Tayyana, with a length of 40 km. It reached 60 km, and completed the rehabilitation project of Wadi Al-Nawam Bridge and the Al-Marashda Bridge project.

'Director of Water'

For its part, the Water Directorate in the Deir Ezzor Civil Council established 7 new water stations in “Kasra, Al-Sawa, Jadidat Al-Baqara, Al-Shabaka, Dhiban, Kashkiya and Al-Shanan.”

During the past year, the directorate rehabilitated 35 water stations on the northern bank of the Euphrates River in the eastern and western countryside. Ageidat, Jadidat Baqara, Dahla, Al-Sabha, Al-Buseira, Al-Zut, Al-Shuhail Al-Gharbi, Al-Shuhail Al-Sharqi, Hawaij Dhiban, Al-Henna, Al-Tayyana, Diranj, Sweidan, Al-Jarthi, Al-Kabir, Al-Milaj, Al-Buhumaid Carrot.

'Director of Transport'

This directorate works on serving the garages, in addition to the crossing points between the Deir Ezzor administration and the neighboring administrations, "Raqqa, Al-Jazira," and shipping.

During the past year, this directorate established Al-Jazar Garage, that costed 11 million Syrian pounds, established a Coach Garage, and supplied Central garage whose cost reached 31 million and a half Syrian pounds, and various garages were rehabilitated in the countryside. Al Sharqi in “Al -Sur     town, Al Basira town, Hajin town”.

The various services in the infrastructure and rehabilitation were accompanied by great challenges which negatively affected the shortages of services compared to its work plan of 2020, as indicated by the co-chair of the authority, Mumtaz Al-Hafel.

In this context, Al-Hafel said: “We faced several challenges for the past year, the most important of which are political, attacks against northeast Syria, the security situation and threats to members of municipalities and the commission, in addition to economic factors and currency exchange differences."

According to the action plan in Deir Ezzor for the current year, it seeks to equip the infrastructure of towns and districts, taking into account its expansion in the coming years, to be able to meet the needs of large cities.

In this context, Al-Hafel said, "We have raised service projects that include road rehabilitation, water projects, aesthetics, and the organization of districts and towns with an estimated budget of $ 25 million, and we are awaiting the approval of the AANES."

On the most important projects, Al-Hafel said: “The most important, is the establishment of a sewage pipes factory, and the transformation of our neighborhoods into cities, through developing services like roads, water, sidewalks, parks and roundabouts, entrances and exits to towns, and what we have presented in the town of Al-Busairah. It is a model of services in the rest of Deir Ezzor's other regions. "

The Deir Ezzor Civil Council was able, within a short period, to achieve a major achievement compared to the council’s short period of establishing, as it managed within a year to form and create 24 municipalities in the countryside of Deir Ezzor.

'Improving health reality'

Deir Ezzor Civil Council work focused on the health sector too, as it equipped 3 hospitals and 21 health centers in the countryside of Deir Ezzor, and rehabilitated the Al-Kasra town hospital in the western countryside, Al-Busirah Hospital, and Al-Jadidat district in the eastern countryside after their liberation from ISIS.

'Administrative and organizational restructuring'

After the liberation of the eastern countryside of Deir Ezzor from ISIS mercenaries on March 23, 2019, the Council hastened to organize the people through administrative divisions, as the area was divided into 3 administrative departments: Western (Kasra), Central (the northern countryside and the area where the Khabur River meets the Euphrates, reaching Al-Basira And Sharqia (Al-Shuhail, Al-Shaitat, Hajin, Al-Susah, and Al-Sha`fa), however, this was not sufficient due to the wide activity of the Council.

The co-chair of the Deir Ezzor Civil Council, Ghassan Al-Youssef, said in this context: "We were able to restore the infrastructure, services to all liberated areas, and provide services to the agricultural sector, irrigation and education."

Al-Youssef pointed out that the eastern countryside of Deir Al-Zour is vast and needs more support, so efforts must be intensified.

Al-Youssef revealed that the Civil Administration Coordinator of Deir Ezzor, which consists of the effective forces on the ground, the Deir Ezzor Civil Council, the Internal Security Forces, the Syrian Democratic Forces, and the Future Syria Party, have taken a decision to restructure the organizational and administrative structure in Deir Ezzor, and said: “This organizational structure will greatly contribute to the greater organization of the tribes of the region, and bring about a kind of stability. "

And the administrative structure of the Deir Ezzor Civil Council, will be in the form of 4 administrative regions, which are: the central region, which includes Buseira and Dheban, and the eastern region includes the Euphrates Council, which includes (Abu Hammam, Kashkiya, and Granish) in addition to Sussa, Hajin district, and the region the northern region includes Sur and Khusham, and the Western region includes the districts of Jazrat, Kasra and Muhammedia.

'Fair participation'

Through the new organization of the Deir Ezzor Council, the people of the areas that were liberated after the formation of the Council could participate more effectively within it, and include the largest number of tribes and clans in the region under its umbrella, through fair participation without excluding anyone from performing his duty in the service of Deir Ezzor.

Ghassan Al-Youssef explained that the step of reorganizing the Civil Council is very important, and has met with popular approval in the region and by the tribes and clans of Deir Ezzor, and said: "The council will have sufficient and complete authority to manage its regions according to the executive regulations of the Deir Ezzor Council, in terms of service, social and tribal issues."

Al-Youssef emphasized that they have a real intention and ability to improve the reality of Deir Ezzor, adding: "We started with one school, and today we have 600 schools, and more than 290,000 students are within the primary stage alone, and at the service level, many services have been provided."

The process of reorganizing the structure of the Deir Ezzor Civil Council came after the convening of the “National Conference for the Sons of the Island and the Euphrates,” which was organized by the Syrian Democratic Council on November 25, 2020, under the slogan “Guarantee of citizenship and the rights of all components in a unified Syria, promoting participation in the institutions of the Autonomous Administration. For northern and eastern Syria, developing and empowering autonomous and civil administrations.

After the formation of the regional councils in Deir Ezzor, the legislative and executive councils for the Deir Ezzor civil administration will be restructured.
