Foreign Relations Department of the Autonomous Administration of North and East Syria has sent a letter to Michelle Bachelet, the United Nations High Commissioner for Human Rights, Geir Pedersen, the Special Envoy for Syria, and the Independent International Commission of Inquiry on Syria.

The Diplomatic Representation of the Autonomous Administration of North and East Syria in Switzerland was missioned to hand over the letter to the three concerned parts, that came as a result of the meeting by the Syrian National Coalition with leaders of mercenaries of the so-called Syrian National Army of whom Hatem Abu Shaqra who is accused of war crimes and crimes against humanity, in a visit by the Syrian National Coalition to the city of Azaz and that of Afrin.

In the letter, it was hinted at the so-called Syrian National Coalition as serving as a political cover for war criminals, the Foreign Relations Department, via the letter, called on all the three concerned parts to which the letter was sent of the necessity to hand over Ahmed Fayadh al- Hayes( known as Hatem Abu Shaqra), who killed the martyr politician Hevrine Xelef, to the concerned courts to face charges of war crimes and crimes against humanity.

The letter reads as follows:

Greetings,

First of all, we would like to voice our true respect for your efforts in preserving the human rights in Syria.

By this letter we want to clarify involvement by the Syrian National Coalition in embracing the so –called Ahmed Hasan Fayadh al-Hayes( Hatem Abu Shaqra), a leading member of the Ahrar al-Shrqiya or Brigade 123, of the so-called Syrian National Army, who is accused of and indicted for the killing of the Kurdish politician Hevrine Xelef, Secretary-General of Syria's Future Party at the time, in addition to war crimes and crimes against humanity he committed as head of a Jihadist and a terrorist gang with the aim of ethnic cleansing and deportation of Kurds and other religious minorities in north eastern Syria.

We hope that the addressed bodies would condemn such an action by the Syrian National Coalition and call for handing over of such a defendant to face justice.

Many reports on human rights violations by the so-called Syrian National Army against Syrians especially Kurds and the religious minorities in north eastern Syria, were released by so many international human rights organizations.

It is well known that the so-called Syrian National Army is been backed and sponsored by Turkey, although such terrorist and Jihadist organizations were covered under the name of the Syrian National Army but in actual reality they are a group of armed gangs some of it's members were affiliated to terrorist and Jihadist organizations, such as ISIS, the al-Nusra Front and the Ahrar al-Sham, whose Jihadist backgrounds were unveiled in the protest on October 24th, 25th and 26th, 2020, in the two Syrian occupied cities of Afrin and  Serê Kaniyê by Turkish Forces, in addition to Tal Abyad.

Such protests were against the French President Emmanuel Macron and France in which the armed Jihadists raised banners of ISIS and the al-Nursa Front as well as chants and songs that praise ISIS and the al-Nusra Front.

Worth to note that the report by the Independent International Commission of Inquiry on Syria and statement by the United Nations High Commissioner for Human Rights, issued on September 2019, shed light on systematic crimes by factions of the so-called Syrian National Army that is being sponsored by Turkey against civilians in northern Syria, and that such crimes target in particular the Kurds and the religious minorities.

The following was revealed by the report of the Independent International Commission of Inquiry on Syria in article 46 :

In the period in question, the commission maintains the repeated and systematic actions of robbery and taking possession of people properties, besides the arbitrary deprivation of liberties that was carried out by and large by all brigades affiliated to the Syrian National Army in Afrin, Serê Kaniyê and Tal Abyad, and after robbing civilian's properties, civilian house were taken by fighters of the Syrian National Army or their families after civilians left, or at least the population, mostly Kurds, were forced to leave their houses, by means of threats, extortion, killing, abduction, torture and detention.

The commission mentions that during the period in question, a military court affiliated to the Syrian Interim Government, of the National Coalition for Syrian Revolutionary and Opposition Forces, indicted a member of the Brigade 123 or Ahrar al-Sharqiya for the premeditated killing of Hevrine Xelef, in October 2019, and that the Syrian Interim Government indicated that in May a circular was issued banning child recruitment.

We would like here to maintain that the above-mentioned allegations by the Syrian National Coalition are mere fabrications, to cover involvement in such systematic crimes of which the killing of Hevrine Xelef, and the proof is the so-called Ahmed Fayadh al-Hayes( known as Hatem Abu Shaqra), who was accompanied by a high ranking delegation of the Syrian National Coalition, that proves that the Syrian National Coalition severs as a legitimate cover for such terrorists taking the Syrian National Coalition as a façade for their crimes, on which the irresponsible adoption by the Syrian National Coalition for such groups confirms that the Syrian National Coalition is a real partner and responsible directly for all terrorist acts perpetrated in the occupied areas with all Turkish affiliated mercenaries, in the meeting that was held at the city of Azaz on November 23rd, 2020, with military leaders of the so-called Syrian National Army.

Though the so-called Hatem Abu Shaqra was indicted by a court affiliated to the Syrian National Coalition as responsible for the killing of the Kurdish politician, Hevrine Xelef, and two others that was verified by a video, we would like to note that the so-called Hatem Abu Shaqra is a leading member of the Ahrar al-Sharqiya or Brigade 123, of the so-called Syrian National army, and that most elements of such a brigade were ex-members of ISIS and the al-Nusra Front classified as terrorist groups.

The sponsorship by Syrian National Coalition to such a criminal and his terrorist faction and attempt to subsume him and many others into politics and protection, puts the Coalition in a position similar to organizations backing terror and legitimize war crimes and ethnic cleansing and crimes against humanity.

We wish that the addressed bodies intervene and put pressure on Turkish authorities that sponsor the so-called Syrian National Army to hand over Ahmed Fayadh al-Hayes( known as Hatem Abu Shaqra), to the concerned courts to stand trial on charges of war crimes and crimes against humanity that were carried out against Kurds and religious minorities in north eastern Syria with the aim of ethnic cleansing, and we urge the addressed bodies to move  as quickly as possible for the criminal in question, Ahmed Fayadh al-Hayes( known as Hatem Abu Shaqra), and his faction of the Syrian National Army proceed to commit heinous crimes against Kurds and minorities in Afrin Serê Kaniyê ( Ras al-Ain) and Gire Spi( Tal Abyad), that are all being occupied by Turkish Forces and administered by such terrorist factions.
