Legislative Council: Many achievements serviced al-Tabqa people

October 25 was the deadline of al-Tabqa people to announce their Legislative Council

After several meetings carried out by the preparatory committee with the components of al-Tabqa and the Arab Sheikhs and clans' notables, the formation of the Legislative Council was announced during a founding conference held in al-Tabqa city in which dozens of people from all parts of  the area in addition to delegations from all North Syria's  parts participated.

4 offices to organize the Legislative Council's work

The organizational structure of the Legislative Council is consisted of 4 offices at present whose names are the Joint Presidency’s Office, the Legal Office, the Financial Office and the Archives Office.

In view of the need and the expansion of its organization, the Legislative Council is planning to establish two offices, the Office of the Organization of Women and Media Office.

How to issue laws and submit proposals to the Council

Through the daily work of the committees of the Executive Council and the direct contact with the citizens and to meet their needs, the committees submit a draft to the Legal office of the Legislative Council which in turn conducts a comprehensive legal study of the proposed subject so that the decision does not conflict with the interest of the people and the public interest of the administration.

After the consideration by the Legal Office, the draft law is submitted to the Legislative Council. The articles of the law are discussed and the amendments are made if required to be voted upon during a plenary session of the Council.

The Law of "Protecting Absentee’s Properties" came to recreate the concept of al-Tabqa, "Minor Syria"

Al-Tabqa city has severely suffered in the previous years during the domination of the terrorist gangs as the city has lost its luster and mosaic famous because large numbers of its people were forced to displace and some of its components were targeted.

After the growing of the phenomenon of controlling the assets of the displaced by some weak-minded persons, and according to the principles of social justice and the ideas of the democratic nation which the Legislative Council and the departments are applying, and to preserve the goods of the absentees and migrants and put them in the service of community development, The Legislative Council decided after several sessions to enact the law of protecting the absentees and immigrants’ assets.

The law provides for the establishment of the Office for the Protection of Absentee Property which requires the work of counting absentees' and migrants' properties and regulating their affairs in cases of sale and rent. The law grants the office full authority to invest and rent properties owned by the absentee and put them in the service of community development without changing its descriptions.

The adoption of the "Self-Defense Duty Law is a qualitative leap in the promotion of identity and belonging to the land

On the basis of multiple grounds and the urgent need to protect the components of the area and the gains made by the martyrs with their blood, the Legislative Council enacted the Self-Defense Duty Law which is considered a major achievement within a year of the formation of the Legislative Council which has made a special leap in the promotion of national identity and the development of the spirit of belonging and improving the national work of the sons and daughters of the area, especially in light of the exceptional circumstances and regional changes taking place in the region which require more awareness and readiness to confront the challenges and dangers and defend the achievements and the maintenance of earth fever.

The adoption of the Self-Defense Duty Law has been a great success. The center of the Self-Defense Duty, since the first day of the adoption of the law, has witnessed a great turnout by the young people of al-Tabqa city and its countryside who rushed to meet the appeal with pride, especially that the region was living in a state of conflict and tensions that targeted the region and its gains. This created a national awareness of excellence in the categories and segments of the community of young people which stressed the need to engage into the ranks of the Self-Defense Duty to protect the land.

The law of vehicles organized the vehicles’ movements significantly after avoiding gaps there

In order to organize documents and records of vehicles operating within al-Tabqa area and its countryside, especially after some car dealers in the earlier times of occupation of the mercenaries to the region have changed the features of the car and its real specifications and ownership for illegal purposes, it was necessary to issue a law regulating the mechanism of registration of these vehicles under conditions and procedures specified by the law.

But this law faced a loophole that was exploited by the weak-minded which provides for the possibility of registering the modified cars that do not conform to the specifications because the area was witnessing a state of instability after the successive ruling groups of the city, but this was reflected negatively on the area where some resorted to attracting vehicles from other areas and registering them in al-Tabqa, since this article is not available in the vehicle laws in North Syria's administrations .

After the implementation of the law for 15 days, the observing committee of implementing the law was able to find this gap and review this loophole in coordination with the Directorate of Transportation in the Interior Committee, where a decision was issued to cancel the work that provides for the registration of irregular vehicles.

"Civil Status Law" has been adopted due to increasing population and refugees

As a result of the stability of al-Tabqa city in light of the wars and conflicts witnessed in Syria, tens of thousands of displaced people have moved to al-Tabqa city. The number of displaced persons reached about 250,000 displaced people from different regions at the beginning of the liberation of the city which in turn prompted the Legislative Council to issue a law regulating the lives of residents and displaced persons in the area under the Civil Status Law.

Women constitute 40% of the members of the Legislative Council

In a meeting held with ANHA, the co-chair of the Legislative Council Rawshen Hami confirmed that the participation rate of women in the Legislative Council reached 40%, noting that the rules of procedure of the Council stipulate the participation of 50%, but the nature of the region and what it witnessed in previous periods negatively affected women's participation in this field .

And she added, "Today, we continue to strive to educate women through training courses and dialogues to take their active and prominent role in decision-making and serve the society in general and women in particular."

The laws released by the Council and the laws being studied at the present time

The laws enacted by the Legislative Council also included the Media Law, the Penal Code and the Penal Code for Municipal Infractions, the Unified Labor Law, the Law on Forests and Pastures, the Law on People's Property.

At present, in an effort to raise the level of organization and guarantee all rights, the Council is planning to create a women's law that will regulate its daily life and safeguard their rights which have been stolen and persecuted over days and ages.

A study is under way to issue the law regulating the law profession and the law on water resources.

The co-chair of the Legislative Council Rawshen Hami said, " After the Autonomous Administration of North and East Syria was announced, the mechanism of ratification of laws has been changed, where the vote of the Legislative Council on the law was sufficient to work and implement it, but now, the law is applied only after the vote by the Supreme Council for DAA of North and East Syria.
