Darar: Constitutional Committee is step to delay final decision on Syrian crisis

Hawar news agnecy held an interview with the Co-chair of Syria Democratic Council SDC Riad Dara  about the preparations for the so-called sponsors of the Syrian crisis "Russia, Turkey and Iran" to draft a new constitution for Syria, supplementing the items of the Sochi Conference held in Russia.

Are you talking about some of the parties that are seeking and preparing a so-called new constitution for Syria, you in SDC How do you evaluate this step, and will succeed in light of developments in Syria, especially in the north and south Syria?

All the paths between the Syrian regime and the Syrian opposition have failed so far. The regime and those who stand by it take advantage of this opportunity to expand their areas of control. Thus, the political dose will gradually diminish and the opponents who stopped at a result they could not reach because of the regime's ability to control decisions.

When we talk about what is going on around the last point in Di Mistura basket, which is the constitutional basket, we believe that it will take the form of formal negotiation. The result will not be achieved except in what is planned and what is actually planned not by the Syrians, In my opinion, there will be a major achievement in the intervention of the participating countries and the United Nations. Then there will be a form of constitutional change. This will only end in 2021, when the Syrian solution will begin and the path will begin to ease tension and ease the tension for the beginning of a new form for a new Syria.

- In your opinion, in Co-chair of SDC,why was this issue put forward at this particular time?

We see it as a form of political review to delay the final decision, and therefore the opposition will only have to wrap around the last paper in its hands after it has lost the land and all the previous positions it has now to address the basic point required of it is the constitutional solution. The Constitution and the formation of the Constitutional Committee also show that they want to control through the Constitutional Committee only on the sites they attend, evidenced by this struggle to form who will go to the Constitutional Committee of the opposition, as if it is the only victory they want to achieve and this is the last achievement, and this will not be achieved also.

For Russia and the regime before this paper, the "constitution" in the meantime, is a form of giving time to act on the other side to end the factions in the areas they feel are now falling, as now in Daraa, and they have to go with their project and project is existed  in north and north-east of Syria, who helped to expel IS  gangs he has to confront them in the coming moments, and we believe that he must put some form of political borders through which it ends up safe for Syria.

We believe in the political solution, and therefore when he said this (Bashar al-Assad) it is a total achievement, and our response was, with negotiations,and we were not in a moment of confrontation with us and the Syrian army.

- If this new constitution is worked out, who should be involved in this formulation and how should this formulation be?

All the Syrians, with all their components ,categories and positions, must be exist in the constitutional committees. The process that took place was that the opposition excluded the party that we are the " Syria Democratic Council and Democratic Autonomous Administration." This area has always been excluded from the dialogues since Geneva, 2 despite our attempts to negotiate with them But we are part of a common opposition, and we can draw policies. However, the arrogance of the opposition leaders at that time refused to accept that we were part of the negotiating participants, and now are they refusing  to be part of the negotiating participants in the form of the constitutional committee, , which can be placed in the next constitution, so I think they are going on their own, and since they are going on their own they are going to failure, and their achievements will be as they were in the eight Genevas they met and did not achieve an achievement, and then went to Astana and Astana leaders to areas to De-escalation, That is to say, to divide them into positions that they will gradually lose until this moment. If this is a form of manipulation again in the name of the constitution, they can not stand on a single decision, in which they can summon the Syrian opinion to confront the regime until reaching a true unified constitution.

The constitutional mechanisms that we seek are the basic amendments to the presidency and its role and the executive role taken by some of the positions must be distributed to the Syrians so that there will not be domination of the presidential position at the expense of the state, and then there is a role for the Legislative Council the previous role which was a mere applause, and that the judicial body takes its real role to become a body worthy of presence and impose decisions and rejected dictations.

This is all part of the real constitutional theory that believes in the separation of powers, and this is all we want. In addition to the oppressed components, the next constitution should look at its rights and the rights of the areas that were also oppressed.

- Can we say that for the success of this constitution, all Syrian components, including SDC and DAA should be involved?

Who excludes Syria Democratic Council and Democratic Autonomous Administration, which achieved safety and civil peace and achieved co-existence among the people of the region, and gave a very great vision of  fraternity of the people and put the democratic issue in a distinctive way, so why not take advantage of this experience, if we exclude, will remain tyranny because it is on both sides " The regime and the opposition, "we did not find that the group that split  from the regime or turned against it is a democratic group. It is a group that can give Syria the image of the future. If without the participation of the party we represent, Syria will be as it used to be. Do something. Without our participation there will be no value to all the achievements that can be made.

- Part of Syrian territory, especially in the north occupied by the Turkish state, how to deal with this reality at a time when it is talking about a constitution to overcome the Syrian crisis?

The presence of the Turkish state is an occupation, and therefore it is the duty of the Syrian state now and in the future to demand that this occupation be brought out, that it be confronted with all kinds of methods and that those who deal with it should be confronted. Treason when there is assistance to the occupier, no other religious vocabulary to regain every inch of the occupied Syrian territory and we must confront them, and the current regime and the forces that are protected by the protection of their areas, to go one way to liberate these occupied territories, and therefore any understanding and any agreement must be on the ground that the weapon for liberation, and should go to Afrin and liberate it first, because this agreement does not think we have accomplished anything.

We now see that the Syrian regime and the opposition have somehow believed that the Syrian crisis is not resolved through military logic. Now they are turning to political solutions. Among these solutions is the drafting of a new constitution for the country. What is required of the national forces that believe in the future of Syria? Syrian crisis?

We have to believe that the drafting of the new constitution is the first foundation that preserves civil peace. The constitution has to solve the above problems and develop solutions in the constitutional articles so as not to cause any further problems. Then, through this ground, everyone must agree that Syria is new. Must be born, and we should not remain the case before, nor the security control nor the authoritarian control of one party or the control of the commander and the other names, there must be legal relations between all groups and between all parties and all ranks in the state

We at SDC have always shown our openness to the political solution. We are heading towards the third conference of SDC, which will outline the next stage, which will be a lot of changes and changes, and the organization of relations between the areas that are liberated from IS gangs, We turn to the political solution to those who extend our hand, and our hearts are open to contribute to building a new Syria. All Syrians must cooperate with us in a new vision for building, reconstruction and stability.
