US Congress moves to repeal Caesar Act

The US Congress has approved an amendment to repeal the "Caesar Syria Civilian Protection Act," which requires the US administration to submit periodic reports showing the extent of the Syrian Transitional Government's commitment to "combating terrorism, dealing with the issue of foreign fighters, and removing them from leadership positions."

The US Congress passed an amendment to the National Defense Authorization Act (NDAA) to repeal sanctions imposed under the Caesar Syria Civilian Protection Act of 2019, which was enacted to punish the Baath regime for human rights abuses.

The text included, "Section 8369: Repealing the Caesar Syria Civilian Protection Act of 2019," explicitly stating, "Repealing the Caesar Syria Civilian Protection Act of 2019."

The amendment requires the US president, within 90 days after the law's enactment, then, every 180 days for four years," to submit a report to the relevant congressional committees detailing whether the Syrian Transitional Government is "taking concrete and verifiable steps to eliminate the threat posed by ISIS and other terrorist organizations… in cooperation with the United States, and to prevent the resurgence of ISIS," and whether it has "removed or is working to remove foreign fighters from senior positions in the Syrian government, including state and security institutions."
