UNSC reviews developments in Syria, calls for ceasefire, peaceful integration

The UN Security Council convened a special session to discuss the rapidly unfolding developments in Syria, amid urgent UN calls to comply with the ceasefire agreement and engage in dialogue in a conciliatory spirit, ensuring the peaceful integration of North and East Syria and the protection of civilians.

During the briefing, UN Assistant Secretary-General Khaled Khiari said the situation on the ground remains tense, with continued clashes and exchanges of fire in parts of al-Hasakah and the vicinity of Ain al-Arab (Kobani), resulting in the displacement of tens of thousands of people, as well as casualties.

He stressed the need for the immediate implementation of the ceasefire announced on 18 January and for serious engagement in implementing the recent understandings between the Syrian government and the Syrian Democratic Forces.

Khiari also pointed to a worsening humanitarian crisis, calling on all parties to protect civilians and infrastructure and to ensure unimpeded access for humanitarian assistance. He welcomed the decree issued by the Syrian government regarding the linguistic and cultural rights of Syrian Kurds, describing it as a positive step that can be built upon within an inclusive political process.

For its part, the United Nations warned of the risks posed by the presence of foreign fighters and emphasized the importance of organizing the transfer of detention facilities holding ISIS members, noting that a number of detainees had been transferred to Iraq. UN officials also renewed their condemnation of Israeli incursions in southern Syria, calling for respect for Syria’s sovereignty and the 1974 Disengagement Agreement.

On the humanitarian front, the Humanitarian Coordinator confirmed that fighting and the impact of harsh weather conditions have exacerbated civilian suffering. The United Nations continues to provide assistance despite funding shortfalls, while warning of the ongoing dangers posed by unexploded ordnance and their impact on the return of residents.

In statements by member states, Russia stressed the need to halt violations and return to dialogue, while the United States affirmed its support for counterterrorism efforts and the reintegration of North and East Syria.

The Arab Group called for Israel’s withdrawal from Syrian territory and the lifting of sanctions, while Israel said its actions were driven by security considerations along its borders.

The meeting comes at what was described as a critical phase, amid international efforts to prevent further escalation and to advance the political process in Syria.
