In May, Trump announced that he would lift sanctions on Syria as part of measures to assist the country in rebuilding after a devastating crisis. The anticipated executive order follows Trump’s announcement in May, during his visit to the Middle East, where he stated that the United States would lift all sanctions imposed on the country. During that visit, Trump met with Ahmed al-Sharaa, the head of Syria’s transitional government.

Some sanctions still require formal repeal by Congress, and certain sanctions on Syria date back to 1979 when Syria was designated as a state sponsor of terrorism.

Last month, the Treasury Department issued formal guidance to lift some sanctions on banks and airlines. It also provided guidelines for approved transactions in Syria, including infrastructure projects. Treasury Secretary Scott Bessent stated at the time that these measures aim to encourage investment in Syria.
