Serekaniye Displaced Committee welcomes return efforts

The committee said that the current preparatory measures, particularly the reopening and operation of the Allouk Water Station after years of shutdown, represent an important and positive step. It expressed hope that this would mark the beginning of a broader series of measures needed to ensure a safe return, including the withdrawal of Turkish forces from the area, the return of settlers to their own areas, the restoration of law and order by addressing armed groups operating outside state authority, and the provision of essential services and decent living conditions for all residents.

The committee stressed the importance of continued coordination and consultation among all parties overseeing the return process, including the leadership of the Syrian Democratic Forces (SDF), the Autonomous Administration, the Presidential Team, and the Governor of Hasakah, to ensure the success of the return process on foundations that guarantee security and stability while preventing future challenges that could threaten its sustainability.

It added that achieving a genuine and sustainable return requires practical measures to address the consequences of years of displacement and demographic change. These include creating suitable conditions for residents to return to their homes, restoring rights and property to their lawful owners, providing redress for damages suffered, and ensuring the meaningful participation of returning residents in the administrative, security, and economic management of their areas, thereby strengthening stability and upholding the principles of justice and the rule of law.

The committee concluded by calling on all parties to continue dialogue and coordination, prioritize national and humanitarian interests, and act responsibly to ensure the safe, voluntary, dignified, and sustainable return of all displaced people.
