The work of the Syrian Democratic Council conference continued by discussing requests to join its ranks, approving them, and then reading and discussing the organizational report.

According to what the participating members of the Syrian Democratic Council reported from inside the conference hall, they discussed the terms of the draft political document of the Syrian Democratic Council, and after the suggestions, some amendments were made to the draft.

The draft political document of the Syrian Democratic Council includes 17 items, as follows.

In order to develop this movement, which turned it into a complex crisis, as well as the lack of reliance on available internal forces, which allowed external interventions to violate Syrian sovereignty, until the outside became the decisive factor in many cases controlling the management of the crisis. Syria thus became an arena for countless interventions, and there were multiple sources. Funding to a degree that enabled these sources to use the Syrian arena to settle their scores and serve their strategic and tactical interests, and thus provided fertile ground for the emergence and growth of extremist radical fundamentalist movements that later took control of the fragile and insufficiently organized Syrian opposition forces, starting with Al-Qaeda and Jabhet al-Nusra and ending with ISIS/ Daesh as the most dangerous terrorist organizations. Bloody extremism wages war in the name of religion against all human values.

The events of previous years in Syria and the region have confirmed that the revolution at this stage and in such situations undoubtedly needs an integrated program with clear features that embodies the spirit of the times and ensures the effective and responsible participation of peoples and various components in building, protecting and developing a democratic system.

The political solution to the Syrian crisis, with the participation of all Syrian forces and components, is the ideal solution capable of putting an end to the tragedy and building the Syria of the future on the foundations of a pluralistic, decentralized democracy.

Building a comprehensive national identity based on free and conscious citizenship constitutes a foundation for building the desired Syria, and enables all components to realize themselves in a common homeland that protects everyone without exclusion or tyranny.

Insisting on decentralizing Syria does not mean abolishing the center completely, but rather that the center will play a role from being a control tool to a means of coordination and unification between all the regions that make up the whole, while retaining the management of specific basic functions that carry a general strategic character.

The Syrian-Syrian dialogue is the successful way to stop the bleeding of Syrian blood and end the state of division that Syria suffers from and the dispersion of its political forces, which has caused the energies of Syrian society to be wasted, and to build Syria on the foundations of affirming a complex and participatory national identity and the societal, cultural, religious and ethnic diversity of the Syrian fabric, and achieving Justice, freedom and equality.

The Syrian Democratic Council, which was established on 8-9/12/2015 in Derik, emphasizes the following principles:

1 - The people in the Syrian Republic are an integrated political and societal unit whose foundation is free and conscious citizenship, equal in rights and duties, without discrimination among its children. They are free on the land of their state and are proud of their rich and diverse civilizational and cultural depth. They build their state on this basis with the participation of all its components without discrimination or exclusion, and the Syrian people as a process. Historical, it expresses the interaction and societal harmony between indigenous peoples in the region, including Arabs, Kurds, Syriac Assyrians, and other nationalities such as Turkmen, Circassians, and Armenians, and all of its components have the full right to enjoy legitimate national rights in accordance with international covenants and conventions.

2- Preserving the territorial integrity of Syria and respecting its sovereignty, and not giving up any part of its territory.

3- Adopting the principle of good neighborliness and relations based on mutual interests.

4- Acknowledgment of the diversity of Syrian society and constitutional recognition of the national rights of the Kurdish people and the Syriac-Assyrian, Turkmen and Armenian people, and resolving their issue in a just and democratic manner in accordance with international covenants and conventions.

5- Transition from a state of political tyranny, chauvinistic mentality, central system and nation-state to a decentralized, pluralistic democratic system.

6- Emphasizing the formulation of a consensual democratic constitution with the participation of all Syrians in order to achieve the aspirations and ambitions of the Syrian people.

7- Combating Takfiri thought and the culture of extremism in all its forms.

8- Emphasizing that women’s freedom is the basis and guarantee of all freedoms, and ensuring women’s effective participation in all stages of the political process.

9- Considering equal representation between the genders in all areas of life is a basic principle for achieving a just and free life in Syrian society, and ensuring this in the constitution.

10- Adopting an economic policy based on ecology and social justice that achieves justice, fair distribution of wealth, and balanced and sustainable development.

11- Education in the mother tongue is a basic right that strengthens the social and cultural fabric of Syrian societies.

12- The Syrian army is the national institution that is limited to carrying weapons and does not interfere in politics.

13- Youth are an active force in society. They must be truly represented in the desired democratic system. They are the vanguard of the democratic change process and are represented by 25% in all fields.

14- Guaranteeing the rights of people with special needs, especially the victims of the devastating war that Syria experienced and is experiencing during the years of war.

15- Protecting children’s rights in accordance with international laws and norms and developing projects to save them from the consequences of displacement, militarization and illiteracy.

16- Martyrs are the moral value of the revolution and society. Caring for and caring for their families is a moral and legal duty.

17- Enabling society to possess awareness and self-protection tools in the face of the dangers of tyranny, alienation and oppression.
