New Social Contract in NE Syria enters into force

Today, members of the Democratic Peoples’ Council of the Democratic Autonomous Administration of North and East Syria, the co-chair of the Executive Council of the Autonomous Administration, and members of the Justice Council gathered in front of the Executive Council building to make a statement, which was read in three languages.

The statement was read in Arabic by the Deputy co-chair of the Peoples’ Council, Fatima Khalil, in the Kurdish l by the Co-Chair of the Council, Farid Atti, and in the Syriac language by the Deputy Co-chair of the Executive Council, Gabriel Shamoun.

Its text stated:

Over the course of two years of continuous diligent work, and out of concern for the public interest in the regions of the AANES and the good progress of work and to ensure the Syrians in these regions, in response to the recommendations of the Sons of the Jazera and Euphrates Conference held in the city of Hasaka on 11/25/2020 AD, the General Council decided in its regular session No.: 32, date: 12/13/2020 AD, the co-chair was tasked to issue a decision allowing the basic charter of the Autonomous Administration of North and East Syria to be reformulated and amended.

The statement added, "Resolution No. 6 was issued by the General Council on 14/12/2020 AD in this regard, in which it approved the formation of a committee whose mission is to reformulate the basic charter in the Autonomous Administration of North and East Syria and amend it in a way that serves the public interest to ensure the rights of the components in NE  Syria, and on: 6/10/2021 AD in the regular General Council session No.:/34/, the structure of the names of the Social Contract Drafting Committee was read and voted with approval by the members of the General Council.”

The statement continued, "It was followed by a meeting of the expanded committee in the city of Hasaka, and its structure reached 158 members from various activities, political parties, technocrats, women, youth, components, and ethnic groups. It was agreed to form a mini-committee consisting of 30 members with an equal proportion of "To prepare a draft of the Social Contract, this is what this committee worked on over a period of more than six months, after which it presented the results of its work to the expanded committee in order to discuss what had been prepared."

  The statement explained, "With the completion of the preparation of the draft, the members of the expanded committee held meetings and public meetings in all regions of the Autonomous Administration  aimed at discussing the details of the draft Social Contract and receiving proposals from components and popular activities to present it to the contract drafting committee, discuss it, and adopt the useful ones to enrich the process of drafting the contract."

 The committee met for four consecutive days at the headquarters of the Autonomous Administration in the city of Raqqa from 12/4 to 12/7/2023, resulting in agreement on a final draft of the Social Contract, and this draft was referred to the General Council in the AANES, so that the Social Contract for the Autonomous Administration of North and East Syria will be approved.”

The statement concluded, "Accordingly: The General Council of the Autonomous Administration of North and East Syria announced the birth of the Social Contract in its new formulation."
