KKS calls for completion of return convoys

The KKS issued a statement today calling for the continuation of return convoys and the creation of the necessary security, service and legal conditions to bring the displacement file to an end.

The committee said in its statement that the return of residents to their areas and homes represents an inherent right and should be treated as a priority.

It noted that the people of Serekaniye have lived in displacement for years, enduring ongoing humanitarian, social and economic hardships. It added that practical steps launched to organize return convoys have coincided with the closure of schools at the Serekaniye camp, depriving thousands of students remaining in the camp of education.

The committee called on the official, security and administrative authorities in Damascus, the governor of Hasakah, and the administration of the Serekaniye area to:

-Continue the return convoys regularly, continuously and safely, establish a clear schedule for upcoming groups, and ensure that the return process does not remain subject to delays or uncertainty.

-Transparently and publicly identify the main obstacles hindering the organized and safe return of residents, urgently remove those obstacles, and take practical and concrete measures to ensure security and stability and protect returnees and their property.

-Create suitable conditions for return in villages, towns and neighborhoods; restore homes, shops, agricultural land and other property to their original owners; and provide minimum essential services, including security, education, healthcare, electricity, water and bakeries, so families can settle without being forced to leave again.

-Provide clear guarantees that returnees and their property will not be subjected to harm, respect their rights and dignity, and address any abuses or violations they may face in accordance with the law.

-Facilitate the return of all residents of Serekaniye without discrimination, including residents of the city and countryside; open all official roads; and restore Serekaniye’s direct connection with Hasakah Governorate without imposing restrictions on movement.

-Protect the property and legal rights of returnees, prevent encroachment, seizure or changes to the status of properties, and address key issues affecting the stability of returnees.

-Establish direct coordination with the KKS and relevant humanitarian and human rights organizations to ensure that problems arising during the return process are addressed quickly and responsibly.

-Provide the necessary financial support from official authorities and international, regional and local organizations to displaced people returning to their areas through emergency and sustainable projects, and establish a clear plan to close camps and shelters, making the return of residents to their areas the main pathway rather than allowing displacement to continue indefinitely.

The KKS called on the relevant authorities to move from promises and statements to actual implementation, accelerate the security, administrative and service measures needed to complete the return process, and affirmed its readiness to cooperate and coordinate with various parties to ensure the success of the process and the safety and stability of returnees.

The statement concluded by emphasizing that the committee’s goal remains the safe, voluntary, dignified and sustainable return of all residents of Serekaniye to their homes and the final resolution of the camp and displacement issue.
