Absence of Hasakah Governor from official events raises questions

In recent days, the absence of Hasakah Governor, Nureddin Ahmed—who is considered the top official in the province under the laws of the Ministry of Local Administration in the government—has become noticeable across a number of key official engagements.

Among these was the opening of the Tal Kocher/Al-Yarubiyah crossing, which prompted questions locally, especially given the attendance of representatives from the General Authority of Land and Sea Ports, the Ministry of Transport, and a delegation tasked by Ahmad al-Sharaa to follow up on the integration file, in addition to the presence of the Political Committee in Hasakah. This is particularly significant as the crossing falls within the administrative jurisdiction of the province.

In a related context, video footage published by the Syrian Arab News Agency (SANA) showed movements and meetings held in Serekaniye concerning the return of displaced persons and the Alouk water station, without any recorded presence of the governor or indications of direct coordination with the relevant entities that have been integrated into state institutions, including those responsible for the water sector. This has further raised questions about how these files are being managed.

According to the laws regulating the work of the Ministry of Local Administration in the Syrian Interim Government, the governor represents the central executive authority within the province. He is entrusted with overseeing service, administrative, and security institutions in coordination with the relevant ministries, ensuring the implementation of state policies at the local level.

The governor is viewed as the highest administrative authority within the province, directly linked to the Ministry of Local Administration. His responsibilities include monitoring the performance of directorates affiliated with various ministries, ensuring that work proceeds according to government plans, and coordinating efforts between central authorities and local bodies.

Key duties also include supervising the implementation of service and development projects, overseeing directorates such as health, education, and public services, managing local crises, and ensuring coordination between civil and security institutions to maintain administrative and service stability.

The governor is expected to be a principal participant in official events held within his jurisdiction and to be informed and involved in files of an administrative, service, or sovereign nature—especially those related to border crossings, strategic projects, or local agreements—given that these fall within his direct administrative authority according to the established administrative hierarchy.

No official response has been recorded, despite attempts to reach out and inquire about the reasons behind this absence, whether due to administrative engagements or other factors.
