Arab foreign ministers succeeded in their emergency meeting in Cairo on Sunday, May 7, in restoring Damascus to its seat in the Arab League. Sources said that this return is conditional.

This effort was led - despite the American objection - by Washington's allies (Saudi Arabia, Egypt and Jordan), and it was passed without major disagreements, as these countries see that boycotting Damascus is no longer feasible, not to mention its negative impact on the Arab countries, by increasing the influence of each Iran, Turkey and Russia in Syria, at the expense of the influence and influence of the Arab countries.

Jordanian Foreign Minister Ayman Safadi said in press statements that returning Syria, which is still subject to Western sanctions, to the Arab League is "just a very modest beginning of a process that will be very long, difficult and challenging."

The Secretary-General of the League of Arab States, Ahmed Aboul Gheit, said in a press conference: "Syria's return to occupying the seat is the beginning of a movement and not an end, meaning that the settlement path of the Syrian crisis will take a stage of procedures."

A Jordanian official said that Syria will have to show it is serious about reaching a political solution; Because this would be a precondition for pressing for the lifting of Western sanctions, which is a critical step before providing the necessary funding for reconstruction.

The decision taken by the Arab League stated that Jordan, Saudi Arabia, Iraq, Lebanon, Egypt and the Secretary-General of the Arab League would form a ministerial liaison committee with Damascus to find a solution to the crisis "according to the principle of step by step."

In an exclusive interview with ANHA’s agency, the Syrian opposition politician and researcher, Marah al-Biqai, said, "The decision was taken to return the Syrian regime to its seat in the Arab League, which had been vacant for more than ten years, and this decision was taken by the participating Arab governments with the objection of some of them."

Regarding the conditions imposed by the Arab League to restore the Damascus regime to the League, Marah al-Biqai considered that this requires mechanisms, as no conditions can be implemented without these mechanisms on the one hand, and the existence of a guarantor for the implementation of these mechanisms on the other hand.

And she pointed out in her speech that she does not want to get ahead of things, saying: "A committee has now been formed, emanating from the League, in order to follow up on the regime's return to its seat in the Arab League, and this committee must have clear mechanisms that the Syrian people can see, for how to implement the conditions it set in the Arab League.

The opponent politician demanded the release of all detainees as the first condition that must be implemented, which is not negotiable, and that this matter have a mechanism to be implemented, and she said that they are currently communicating with some parties in the Arab League involved in the committee in order to proceed step by step, as she considered the release for the detainees is the first step towards that.

Regarding the contribution of returning Damascus to the Arab League to the political solution in Syria, the Syrian opposition believes that "the political solution in Syria is clear, and in it a UN resolution (2,254) is also clear, and a political transition must take into account the provisions of this UN resolution, and anything outside the provisions of this resolution will not It leads to sustainable stability and security for the return of refugees, reconstruction and the arrangement of stability in the region and in Syria.

It also called on the concerned parties to "achieve stability in the region, the safe return of refugees, a comfortable and integrated political transition in Syria, and the implementation of UN Resolution 2,254 to the extent possible, the most important of which is the release of detainees and the formation of a transitional governing body, not a government of national unity," adding, "We want this body to be complete." The authority, which is shared by the regime and the opposition, whose hands were not stained with the blood of the Syrian people during this war.

Washington and Moscow positions

As for the American and Russian positions, Marah al-Biqai considered that "Washington's position is very clear regarding normalization with the Assad regime. The US administration will not prevent the normalization process, but it will not enter into this process, meaning that Washington will not normalize relations with Bashar al-Assad, as it has strict decisions regarding sanctions." On the Syrian regime, and these sanctions are US laws that no one in the US government can evade from implementing, because they fall within US law and within the in force packages of laws in US ministries such as the Ministry of Defense, and the House of Representatives voted on them, so they became effective.

As for the Russian position, the Syrian opponent politician and researcher Marah al-Biqai believes that "Russia is preoccupied with its war in Ukraine and does not care about the political solution, and the Syrian regime is not a priority for it."
