Specialist in Turkish affairs: There is no way to solve Syrian crisis without dialogue

 The researcher specializing in Turkish affairs, Muhammad Abu Subha, ruled out Turkey's withdrawal from the occupied Syrian territories within the framework of the rapprochement efforts that it initiated with the Damascus government, stressing that there is no fundamental solution to the Syrian crisis except through dialogue among the Syrians themselves.

 The researcher specialized in Turkish affairs, Muhammad Abu Sabha, explained that the goal of the Turkish occupation state is to rapprochement with the Damascus government under Russian auspices after 11 years of hostility, the occupation of vast areas of Syrian territory, and the introduction of thousands of mercenaries across its borders into Syria;  To get rid of the Syrian refugee crisis before the elections.

 Muhammad Abu Subha came during an interview with our agency, and he said, "The Turkish intervention never benefited the Syrian people, but rather the refugee crisis was exploited several times, to blackmail European countries with them, and to exploit mercenary organizations in order to fight the Kurds."

 What are the Turkish goals of interfering in Syrian affairs?

 Erdogan's policy towards Syria is undoubtedly expedient;  It aims to establish a presence in the international arena on the one hand, and to achieve domestic political benefits on the other hand.

 Erdogan succeeded, through his intervention in Syria, to say that Turkey is present in the international arena alongside Russia and the global coalition, and it has the right to sit with the adults at the negotiating table, but for the Syrian people, the Turkish intervention did not benefit their cause in anything, but rather a crisis was exploited  refugees several times;  To blackmail the European countries with them, while the armed organizations were exploited to fight the Kurds. The biggest evidence that Erdogan is always looking for political interests behind his movements, and his relentless pursuit of normalization now with Damascus in a terrible shift from one extreme to the other, while, from the beginning, Turkey could  play a role in containing the civil war instead of igniting it by exploiting the diplomatic relations and friendship between Assad and Erdogan.

  How do you assess Arab attitudes towards Turkish interference in the affairs of Arab countries?

There is a semi-unified Arab position rejecting Turkish interference in Syria and in all Arab lands. The Arab League has a dedicated ministerial committee;  To follow up on Turkish interventions in Arab lands, especially in Syria and Iraq, despite the fact that many Arab countries do not welcome the restoration of official relations with Syria;  Because of the Iranian influence on the one hand, and the position on the civil war on the other hand, however, there is almost unanimity in rejecting the Turkish intervention in Syria, while allied countries such as Qatar are reticent to show this position. Other Arab allied countries are not influential, such as Djibouti and Somalia, but there is not a single Arab country that declares its approval of the Turkish intervention in Syria, Iraq or Libya.

 Recently, a joint Saudi-Egyptian statement was issued rejecting any military action targeting Syria, in an indirect reference to Turkey, which has returned to the threat, carrying out a military operation in eastern Syria.

 Recently, a tripartite meeting was held between the Syrian, Turkish and Russian defense ministers. What are the Turkish objectives of these meetings?

 Erdogan wants primarily to get rid of the burden of Syrian refugees in his country. There is no radical solution to this crisis other than concluding an agreement with the Syrian government, especially with the failure to obtain European support, for the safe zone scheme, where the Turkish president wants to guarantee their return within the framework of a long-term truce without exposing them to what makes him a target of being accused of sacrificing them, and the goal of getting rid of the refugees is linked to the elections that Turkey will witness within months, as Erdogan promised his voters last year to return a million Syrian refugees to their country,  This issue has been raised by the opposition a lot in recent years and was on the agenda of a number of party leaders, so Erdogan decided to turn it into an electoral gain of his own, meaning that as his fans described him in the past as the largest leader who receives refugees in his country, he will now also be the one who rid Turkey of the burden of refugees.

 As for the extremist groups in Syria, Erdogan was able to enlist them to serve him in fighting the Kurds instead of the regime, in exchange for financial temptations after their old supporters abandoned them.  The new that he will draw for them, as he remains the only supporter of these groups, and he can transfer them to work in any other field, as happened in Libya and Karabakh, so unemployment will not affect them.

Can Turkey withdraw from the occupied Syrian territories?

 With the development of the normalization process, the Turkish military presence will certainly gradually decrease in northern Syria, but it will not end completely. There will be understandings between the two parties, whether Damascus announces them immediately or not, similar to what resulted in the Astana understandings in terms of establishing Turkish observation points. Turkey will also invoke an agreement  Adana to prove its right to maintain the security of its borders, and most likely there will be a security agreement sponsored by Russia that guarantees a Turkish security presence for a long period of time within the borders of Syria.

 With regard to the importance of Aleppo to Turkey as a commercial capital and it must be occupied, all of them are political jurisprudences and analyzes that are neither correct nor necessarily wrong, but what I can say in this part is that the completion of the Turkish-Syrian reconciliation will be followed by a partial restoration of commercial activity between the two countries, especially in northern Syria, which gives  Turkey has official and legitimate opportunities to influence the Syrian market, which is thirsty for imported goods, without the need to control Aleppo or anything else.

 In a related context, the Autonomous Administration of North and East Syria confirmed that the solution to the Syrian crisis is;  It lies in the comprehensive national dialogue, and called on the Damascus government to open the door to dialogue, and that the Turkish state is an occupying state and cannot be negotiated with, how do you evaluate the Autonomous Administration's statements?

 Undoubtedly, there is no way to radically solve the Syrian crisis without a Syrian-Syrian dialogue, but the recent developments have a negative impact on the Autonomous Administration, as Erdogan now presents himself as a contributor to the Syrian government's restoration of control over eastern Syria, after he was seen as a greedy person.  The region, since the Turkish army began its military operations in the region;  With the aim of eliminating the Kurdish presence, which is an integral component of the Syrian people, it was noticeable that the opportunities for dialogue gradually decreased between the Autonomous Administration and Damascus, which focused on confronting the Turkish threat that was seeking to impose its presence in eastern and northern Syria.

 Also, Turkey's quest for normalization with Bashar al-Assad, at a time when Arab countries fear restoring their relations with Syria;  Because of its position on the civil war on the one hand, and its position on Iranian influence on the other, Damascus welcomes any international recognition or rapprochement, even if it comes from its sworn enemy.

 With regard to the Autonomous Administration, I stress the importance and the right for the Kurds to have a constant presence in any Syrian negotiation with Turkey, considering the Kurds as an integral component of the Syrian people, and all Syrians suffered from the scourge of the civil war in the country, and they had a prominent role in confronting;  to organize ISIS.
