The member of the Lawyers' Union of the Jazira region, Mohammed Amin al-Nuaimi, drew attention to the crimes committed by the Government of Damascus against the inhabitants and displaced persons, saying, "The blockade imposed by the Government of Damascus on the neighbourhoods of Sheikh Maksoud, Ashrafiya and and Shahba canton against humanity.”

He added: "Every blockade of the sources of life is against a people; is considered an international crime and a branch of crimes against humanity in accordance with article 7 of the Rome Statute of the International Criminal Court adopted in Rome on 17 July 1998, paragraph (b) of which states that "extermination involves the deliberate imposition of living conditions, including denial of access to food and medicine; with a view to destroying part of the population.”

"The blockade of the Sheikh Maksoud, Ashrafiya and Shahba is a major crime against thousands of children, depriving them of all their rights; education, health care, medicine and the most basic ingredients of life, which led to the outbreak of many infectious and serious diseases, in addition to the lack of heating means.”
