PANORAMA 2022-9

During the year 2022, the General Council of the Autonomous Administration of North and East Syria issued (13) laws; To successfully organize life and workflow at all levels during (26) sessions held by the General Council.

The 2022 was a year full of economic and social changes, and the need to organize life and the work of institutions in north and east Syria; The Autonomous Administration, through its General Council, issued a number of laws.

Through this panorama, we will discuss all the laws issued by the General Council during the year 2022.

February 3, the budget law and the purpose of issuing the law; Allocating funds to all Autonomous Administration Bodies and their affiliated offices and committees, the budget varies from one Body to another, depending on the need and the projects it implements.

March 1, Law that aims to survey the number of employees in the AANES, the profession of each employee and the certificate he holds.

March 15, Medical Professions Law; Which stipulates the need for a university degree for a pharmacist or doctor, and the conditions for licensing pharmacies and clinics of all kinds.

March 16, Consumer Protection Law to prevent merchants from monopolizing commodities of all kinds, and the mechanism for distributing and selling products in NE Syria.

March 16, General amnesty law for all crimes committed before the date of issuance of the law, with the exception of terrorism and drug crimes, rape, and crimes related to public money.

July 12, Trade Law; Which explains how a citizen can obtain a commercial register, in addition to establishing a mechanism for importing and exporting goods to and from NE Syria.

July 30, Child Law; It aims to protect children, especially in areas that have been exposed to war, and is keen on developing children.

July 18, Environmental Law; In order to protect the environment and eliminate diseases caused by pollution.

August 15, Traffic and Violations Law; In order to regulate the work of vehicles in NE Syria, set traffic rules and determine fines for violations, in addition to regulating the work of large and small trucks.

August 15, the Weapons and Ammunition Law, through which the General Council determined the appropriate age for licensing weapons, in addition to allowing the citizen to license 2 pieces of weapons, and granting him a license card.

September 22, Civil Procedure Code, and the law deal with all allegations, starting from the registration of the lawsuit and ending with the forced and real execution; The Civil Procedures Law aims to unify justice procedures in the social justice bureaus in the Autonomous and Civil Administrations of NE Syria.

October 5, the Drugs law, through which severe penalties are imposed on drug dealers, and the cultivation and possession of drugs is prohibited.

October 17, the People Smuggling Law, severe penalties were imposed on people smugglers from NE Syria towards other regions
