ANHA’s agency held a dialogue with Dr. Abbas Mansuran, who visited North and East Syria twice to investigate and examine evidence of the use of chemical weapons by the Turkish state during its attacks on Afrin, Serêkaniyê and Girê Spî; On crimes committed by the Turkish state with chemical weapons. Dr. Abbas Mansuran had visited Syria.

Dr. Abbas Mansuran explained that the prevalence of scenes and evidence of attacks on legitimate defence zones, which are clear evidence of crimes against humanity, has increased the hatred and anger of all.

Mansuran recalled that the Turkish army had been using proscribed chemical weapons against Kurdistan Liberation Movement fighters since 1993 and noted that its attacks in recent months did not resemble its predecessors.

He also revealed that the Turkish state was using all kinds of chemical bombs against civilians and fighters and stated that this had killed hundreds of civilians and Kurdistan Liberation Movement fighters and said: "Turkey itself is a producer of chemical bombs. They are used in villages, cities, mountains and the environment as they poison the environment. This is a war crime, an extermination and a crime against humanity and the environment.”

Effects of chemical weapons

Dr. Abbas Mansuran said: "In recent years; Chemical warfare practices and gas attacks have become a feature of the Turkish state's war. Although the Nazis discovered neural gases in the 1930s (1930), they say they were never used in the battlefields. Sarin gas is a mass extermination weapon. It kills a person painfully. It suffocates the person before causing his death immediately. The production of sarin as a weapon has continued since 1993 despite its ban. Sarin has a serious impact on the nervous system and muscles controlled by race, saliva, breathing and movement. "

Turkish Chemical Weapons

Mansuran explained that the Turkish state's technology was sufficient to produce toxic gases and proscribed chemical bombs and continued: "It is undeniable that the Turkish army uses chemical weapons. The use of VX, one of the deadliest chemical weapons, cannot be denied. After inhaling this gas, the respiratory muscles suddenly contract and the victim loses the ability to breathe. Muscle stiffness and the victim feels severe pain as a result of asphyxiation. "

There is evidence, but no one is held accountable.

Regarding the crime of using white phosphorus in the occupation of Serêkaniyê in October 2019; Abbas Mansuran noted that there was numerous evidence that the Turkish state had committed a war crime at the time.

Dr. Mansuran explained that the Turkish state is not being prosecuted and held accountable for these crimes despite the documentation and evidence it condemns and said: "The use of these weapons is a violation of international treaties and United Nations Security Council conventions. Evidence, footage video, the use of these weapons in the countryside of Serêkaniyê and Girê Spî. The detailed 19-page report prepared by the Rojava Initiative for Human Rights Defenders was announced in Paris on 27 January and sent to the International Commission on Human Rights on 10 January 2020. The laboratory examination conducted by Switzerland revealed that Turkey had used white phosphorus during its occupation attacks on Serêkaniyê in October 2019. "

International documents

Mansouran noted that Turkish state crimes were not limited to the North and East of Syria, but also committed and repeated the same crimes on the territory of Southern Kurdistan and stated that there were common policies and interests behind all forms of coalition.

Mansuran recalled that the PDK had not allowed the European Commission on 27 September to visit the village of Hirorî in Kanîmasiyê to investigate the Turkish occupying state's use of chemical weapons in Southern Kurdistan and said: "If the PDK wishes to be proud of the Kurds, oppressed peoples, world opinion and history, it must bear arms and extend peace, friendship and brotherhood to the Kurds and other ethnic groups.

Mansuran stated that delegations wanted to visit the area many times but were prevented from doing so every time and said: "Our experience has shown that without the cooperation of local authorities in Hewler, experts cannot visit to investigate the use of proscribed chemical weapons. This committee must be with United Nations experts, human rights organizations and experts (APCW) to conduct an independent investigation for the relevant institutions. Without such warranty the desired result cannot be achieved. On the other hand, the United Nations and other relevant organizations remain silent and turn a blind eye to such crimes. These delegations have been requested several times, but the United Nations has somehow ignored its duty”

Mansuran urged that a United Nations delegation should go to legitimate defence areas where chemical weapons are used and continued: "An independent organization must be called in to document chemical weapons crimes in Southern Kurdistan. We call upon the United Nations High Commissioner for Human Rights, the international community and the free and independent international courts not to remain silent on this subject ".

UN must ensure the integrity of the Commission."

Dr. Mansuran noted that the PDK must not stand in the way of the Committee again and stated that the United Nations must ensure the Committee's safety. "An international committee of experts should be established to go to the region. The delegation should consist of doctors from Doctors Without Borders, the Office of the United Nations High Commissioner for Human Rights, experts from the Organization for the Prohibition of Chemical Weapons, doctors and experts in pathology and forensic medicine. The United Nations must ensure that delegation's safety. Without such a guarantee, get permit to travel, visit the area and see the truth is not easy. The participation of the United Nations and similar organizations is undoubtedly necessary. an international commission must be established to stop war crimes and crimes against humanity committed by the Turkish Government and its partners.”

"Bertrand Russell Court must be established immediately."

Dr. Abbas Mansuran explained that a court such as Bertrand Russell should be established immediately to prosecute the Turkish state and continued: "We hope that the High Commissioner for Human Rights, the international community and the free and independent international courts, will not remain silent about these crimes. The International Criminal Court and the International Court of Justice must assume their responsibilities and conduct an open investigation. and the necessary action against the Turkish state and its allies. Turkey must also be pressured to stop the bombing. To mobilize public opinion and defenders of freedom in the world, courts such as the Bertrand Russell Court, established in the 1970s against American war crimes, must be established to try war criminals. The world has to take a stand on this. The Turkish Government must reverse its military intervention in Iraq and Syria and occupy their territories. "
