The head of the Kurdish Centre for Studies, Nawaf Khalil, spoke during a special programme conducted by ANHA’s agency yesterday evening on Turkish attacks on NE Syria, the blockade of the region, the situation in Idlib and the Turkish leaks of an agreement between Damascus and Ankara against NE Syria.

Turkey did not hide its goals

On the Turkish occupation's objectives of intensifying attacks on NE Syria, Nawaf Khalil said: "Turkey has never hidden that it aims to destroy the experience of Autonomous Administration formed after the successes of the Syrian Democratic Forces, SDF, the attacks have not stopped. "

He added: "The latest attacks are the result of Turkey's failure to get the green light, both from the Russian and American sides, to try to conquer other parts of the region, but this also comes in the face of the crises of Erdogan's government."

Khalil explained that Erdogan sees, it is the easiest way to maintain what remains of his popular supporters, which decreases according to all opinion questionnaires, including by the centres close to him. the escalation of attacks to alleviate his economic and political disillusionment, and his failure to allow a massive attack on NE Syria. "

About the focus of the Turkish occupation on Kobani, Nawaf Khalil said: "At the time of ISIS attacks on Kobani, Erdogan was speaking at a rally of his supporters that Kobani had fallen, but he said that Kobani would fall. Relations between the People's Protection Units, YPG, and the Global Coalition to Defeat ISIS then began and the battle, which ended with great success, continued in the al-Bagouz town.

That was Erdogan's strategic mistake, suffering from strategic error and inability to look at future prospects internally. "

Nawaf Khalil explained that "Kobani remained eternal, as a city with symbolism; Because the Kurds and the free world from everywhere came to defend them, and that was the beginning of relations with the Global Coalition, and that's why Kobani did not and will not forget as a symbol and as the beginning of the fall.

Waiting for the new rules of engagement and the Russians are part of this last game.

On the limits of escalation, Nawaf Khalil pointed out that "the results may emerge after the Russian-American meetings in Geneva and the new rules of engagement become clear."

He explained that "the Russians are the guarantors from Qamishlo to Manbij. They bear this responsibility. They are those who have made De-escalation agreements, and the American side takes responsibility from Qamishlo to Deirk. "

accepting the leaders of the SDC and the officials of the AANES and calling for a dialogue between the AANES and the Damascus Government, and on the other hand making arrangements that will allow them to launch attacks or further restore territory in Idlib and allow Turkey to put more pressure on it, leaving the Administration in a difficult position to negotiate with the Syrian regime. In addition to the closure of the crossings, there is a blockade and negotiation, the Russian side wishes the administration to be at its weakest and the Turkish side considers the killing of any Kurdish a good thing. "

Escalation limits in NE Syria are linked to escalation limits in Idlib

Khalil linked the escalation in NE Syria to developments in Idlib, saying: "Escalation limits in NE Syria are linked to escalation limits in Idlib."

He added: "It is also linked to a firm position by the United States of America and Western States; Because Turkey is a member of NATO and uses NATO weapons to target US and Global Coalition to Defeat ISIS, it also has a direct impact on the fight against ISIS, which continues to be active and considers every Turkish attack an opportunity. "

"As far as the escalation in Idlib is concerned, the escalation will continue in other regions such as Zirghan and Kobani, if the United States remains open and does not take a firm stance towards a member of NATO."

Files between Moscow and Ankara and confrontation excluded

On Russian-Turkish differences, Nawaf Khalil said: "The confrontation between Russia and Turkey is unlikely, there is more than one front and there is a Russian - Turkish rivalry in Armenia and Kazakhstan in which the situation has finally exploded, in Ukraine and in Syria and Libya. There are many outstanding files between the parties, but in the end they may reach the edge, but they do not come into direct confrontation. "

About the leaking of Turkish media about an agreement between Ankara and Damascus in Jordan against NE Syria, Nawaf Khalil said: "The case of Turkish psychological warfare is that you always keep your enemy busy in a state of discomfort and instability, and the enemy here is all the components of the region, and they do part of that by helping Kurdish parties play a bad role in encouraging people to migrate and make many gains."

He explained that "this question of negotiation with the Syrian regime is not an easy one and the issue of a joint attack must take into account the American and Russian presence. These leaks come within the framework of the Turkish Psychological War, such an unlikely attack. "

Damascus's mindset has not changed, and normalization is contributing to more arrogance.

About the mindset of the Damascus Government, especially after several Arab countries had normalized with it, Nawaf Khalil said: "Normalization contributes to more arrogance and does not contribute to the stabilization of internal conditions. The mindset that triggered the eruption of events in Syria continues to grow tougher with its popular incubator. "

He added: "The Syrian regime has not changed, the only issue that can change the regime is international pressure, specifically Russian and then Iranian. If the Russians and Iranians agree with international agreements, the regime can engage with the AANES. All the Syrian regime thinks about is bringing Syria back before 2011. "

There is a need to develop governance structures in AANES.

The head of the Kurdish Centre for Studies, Nawaf Khalil, said: "Within a few years, the Syrian Democratic Forces (SDF) have achieved a great victory that not all NATO has been able to achieve in Afghanistan. In five years, ISIS has defeated, and in return, 20 years in Afghanistan, all American presence, thousands of dead and injured, and more than 2 trillion billion."

He added: "The Administration has achieved all this success and is respected by the world. It has opened the doors of the Elysée Palace to leaders of the AANES who ask for political recognition, and has received SDC officials in Congress and other States."

On what is needed to meet the challenges and threats, Khalil said in this context: "These relationships need to be more developed, and Western State officials are bolder to deal with AANES through the provision of various forms of economic support, as well as existing military support and the provision of technical and technical expertise to assist in the development of governance structures in the administration. The administration should be more transparent and visible with millions of Syrians and seek self-potential as well, in addition to developing governance, economic and infrastructure structures and paying more attention to those most in need and affected.
