Talal Mohammed: ISIS is a real threat; international community is evading its responsibilities

Talal Mohammed has made clear that the international community is evading its responsibilities towards its own citizens, who have joined ISIS mercenaries. He warned of the seriousness of an entire generation that was brought up by the philosophy of murder, stressing that they must be rehabilitated.

The international community is evading its legal and moral responsibilities towards its citizens, who have joined the ranks of ISIS mercenaries. This raises real risks in the near future, particularly after the reorganization of ISIS mercenaries in both Syria and Iraq and the ongoing Turkish threats to invade northern and eastern Syria.

After defeating ISIS geographically, SDF captured large number of ISIS' elements, who are being held in detention centers in NE, Syria, AANES has therefore called for the establishment of an international tribunal to prosecute mercenaries and their families. However, the international community and the States that its own citizens joined ISIS' ranks, on the top the States of International Coalition have not fulfilled their moral and legal obligation towards mercenary elements and their families.

The international community is evading its responsibilities'

The Commission for the Prosecution of ISIS Mercenaries, which was set up in northern and eastern Syria at the initiative of the General Council for Social Justice to discuss how to prosecute ISIS mercenaries in northern Syria fairly, in accordance with international laws and human rights terms, confirms that States that its own citizens joined ISIS' ranks and detainees in AA's prisons have not yet taken any steps in this regard, despite numerous talks and meetings with many parties abroad.

More than 6,000 mercenaries, 1,000 of them from 50 from European and Asian countries are held in AANES' prisons, and more than 600 people, including large numbers of children, supporters, mercenary members and family members, are in Al Hol camp alone.

The co-chair of the Kurdistan Democratic Peace Party, Talal Mohammad, stressed the States its own citizens who joined ISIS mercenaries' ranks and who are being held in detention centers of AANES must act toward its citizens, He said: "These States must assist AANES and its courts in establishing an international tribunal to prosecute foreign ISIS mercenaries."

Talal Mohammed indicated that AA tried mercenaries who held Syrian nationality in accordance with the laws of AA as well as Syrian laws, but that foreigners needed an international tribunal.

Talal Mohammed noted that some countries had exploited the opportunity, so their citizenship had been taken away from its own citizens who joined ISIS mercenaries: "Some countries are waiting to resolve the Syrian crisis and the fate of AANES. In fact, they are evading their responsibilities towards their its own citizens, who have joined ISIS mercenaries."

Turkey would like smuggle ISIS mercenaries and re-organize them.

Mohammed noted that in the AA areas, the detention was ill-equipped and did not enjoy universal specifications: "There is a potential for ISIS mercenaries to escape from prison, with sleeper cells in the area, and the ongoing Turkish threat of attacks on the region, to smuggle them and re- organize them again."

Talal Mohammed's statement about Turkey's smuggling of ISIS mercenaries is confirmed by its targeting of ISIS prisons and camps during its attacks on northern and eastern Syria on October 9th,2019, targeting an ISIS detainee in Ain Issa, as well as the smuggling of hundreds of ISIS families and children from Ain Issa camp.

Talal Mohammed referred to the future risks of ISIS families and children in AAcamps: "There is a whole generation that has been raised in a culture of murder, slaughter and revenge, they must be properly rehabilitated, and we must support AANES to set up an international tribunal to prosecute ISIS or find definitive solutions to this issue."
