Al-Kait calls on IC to expedite trial of mercenaries

The Democratic Autonomous Administration of North and East Syria (AANES) stressed the need to prosecute ISIS mercenaries, and considered that funding projects to expand the prison is an insufficient step to develop a final solution to the mercenaries file.

The file of ISIS mercenaries and their families who are detained in prisons and camps in north- east Syria is one of the most dangerous files in the Middle East and the world, and the Autonomous Administration confirms that the danger of ISIS is constantly increasing, and the British proposal is not sufficient.

Since March 2019, the Autonomous Administration of North and East Syria has been striving to find a solution to the file of ISIS mercenaries and their families, and has launched several calls for the formation of a court on the lands of north and east Syria, given the presence of all evidence that criminalizes mercenaries, but the international community and the international coalition against ISIS in particular did not give sufficient importance to this most dangerous issue in the region, the Middle East and the world.

One of the most important dangers that will have repercussions in the near future on the region and the world at large is the children of ISIS mercenaries who are present in al-Hol camp, and who are being trained to adopt the thought of ISIS mercenaries, as these children grow up day after day, and this is what was confirmed by the Under-Secretary-General of the United Nations Office to Counter-Terrorism, Vladimir Ivanovich Voronkov, during an informal meeting.

Fener al-Kait, Deputy Co-Presidency of the External Relations Department in North and East Syria, explained that the issue of ISIS mercenaries and their families is an international problem, and the Autonomous Administration alone is not sufficient to solve this dilemma. He said: "ISIS problem is extremely hard and needs urgent solutions."

Fener al-Kait pointed out that there are camps that house the families of ISIS mercenaries, and prisons that contain thousands of ISIS mercenaries, and he said: "There are thousands of ISIS terrorists in the Autonomous Administration's prisons belonging to more than 50 countries, so there must be an international solution to this problem."

'Prison expansion is not enough'

Al-Kait talked about the proposal submitted by Britain regarding prisons, noting that the people of north and east Syria fought battles against mercenaries, and during those battles thousands of mercenaries were arrested, and he explained their need for high-level security detention centers, and said: "Mercenaries constitute a danger, the detention facilities in our areas are not primarily prisons; rather they are schools or old buildings, and we need international support to secure these detention centers," adding that there are ongoing riots and revolts within them.

Al-Kait also explained: "Our areas have been attacked and need development at all levels, not just prisons." He pointed out that Britain had submitted a logistical proposal for prisons, but they also had camps in which there are families and children of ISIS. He confirmed that the Autonomous Administration had made calls to the American administration, the European Union and all countries of the world in order to review the files of ISIS detainees, families and children in order to find a radical solution to them.

'ISIS began to regroup inside and outside the camps'

According to the latest statistics of al-Hol camp administration in mid-January, there are now 62,287 people within al-Hol camp, distributed among 17,177 families, as the number of Iraqis is 30,706 people distributed among 8,284 families, and the Syrians' number is 22,616 people are among 6,268 families. As for the families of ISIS mercenaries, they number 2,625 families, and the number of their members reached 8,965 including children and women.

In 2019, the External Relations Department of the Autonomous Administration of North and East Syria handed over (170 women and 177 children) from the families of ISIS mercenaries to their governments officially, and In 2020 it delivered (246 children and 36 women), the equivalent of 206 women and 423 children.

Fener al-Kait explained that some countries have responded to the calls of the Autonomous Administration and have repatriated some children and women who suffer from chronic diseases. He said: "These measures are unnecessary. We in the Autonomous Administration need a radical international solution. We have many camps, including al-Hol camp in which terrorist operations and murder increased, and the terrorist organization has begun to regroup inside and outside camps."

Al-Hol camp witnesses almost daily killings, and the death toll from the beginning of 2021 until now has reached 36.

Al-Kait emphasized their need for technical and material capabilities and even security capabilities and expertise, and said: "The expansion of prisons is not a sufficient solution to solve the dilemma of ISIS mercenaries," noting that cooperation with the British government to find detainees is within international standards.

The Vice-Presidency of the Foreign Relations Department in North and East Syria confirmed that the Autonomous Administration made calls and proposed the establishment of an international court to try ISIS mercenaries, and said: "We are aware of the difficulty of establishing an international court because it needs international decisions and consensus. In Syria there is a difference in particular between the five permanent members in the Security Council as a result of contradictions and interests."

'New proposal'

Fener al-Kait revealed that they demanded the formation of mixed courts to try ISIS mercenaries, in which the countries that have nationals among ISIS mercenaries, detainees, and those present in camps in north-east Syria participate, and he said: "This proposal is still being discussed with the European Union countries, and we hope to accelerate it because children of ISIS mercenaries grow day after day, some of them are innocent of what ISIS committed."

Al-Kaait touched on some of the reasons that prevent the establishment of an international court to prosecute ISIS mercenaries, including that ISIS file has political aspects and the absence of international will, a legal aspect affects that, as some countries have laws that do not allow to hold accountable a perpetrator of a crime outside their borders, and others took the opportunity to withdraw nationality from their subjects.

Once again al-Kait expressed his concerns about the ISIS mercenaries file, and said: "The issue of ISIS is a very dangerous and complicated subject, and these mercenaries have begun to pose a threat to our regional, local and international security in general, and in particular children and women who we do not have evidence against will sooner or later leave the camps. Those who were grown up in an inappropriate environment will return to their countries at, then we will be facing a very difficult and fierce generation of terrorists."
