Russia's silence calls into question it's credibility as a Guarantor State  

Silence preserved by the Russian Forces after their base in the Tal Tamr town was bombarded by the Turkish Occupation Forces gives rise to fears of people that used to take the M4, linking Tal Tamr to Ain Issa, and deepened their doubts on the seriousness of the Russian Forces to protect civilians.

On May 5th, 2020, the strategically important Aleppo- Hasaka International Highway known as M4, was used by people after a trilateral coordination by Tal Tamr Council, Russian Forces and the Turkish Occupation Forces, after it had been blocked for seven months due to crimes perpetrated by the Turkish Occupation Forces.  

A week ago, some villages of the Tal Tamr District were bombarded by the Turkish Occupation Forces and the affiliated mercenary groups as the base held by Russian Forces some 2 km to the north of the Tal Tamr town was targeted in particular.

Views of people heading from Tal Tamr to Ain Issa were monitored by ANHA on the seriousness of the Russian Forces in regard to civilian's protection.

 

Ghaleb Elush, one of those citizens heading from the Jazira Canton to that of Euphrates, says:'' we take the road, M4, as it has being guaranteed by Russia'', adding '' Russian bases and Ain Issa undergo direct shelling by the Turkish Occupation Forces, as Russian Forces preserve silence, that confirms what is being taking place is agreed upon''. 

Elush indicated that the goal by the Russian Forces to accompany civilians on the Aleppo-Hasaka International Highway is to ''show strength''. 

Fawaz al-Mohamed, a driver, doubts the role played by Russian Forces, saying'' in spite of presence by the Russian Forces on the road, we are afraid of using the road, but we are obliged to that , as it is the sole short road that links Jazira Canton to that of Euphrates''.

Al-Mohamed called on the Russian Forces to safeguard the road and to expel Turkish Occupation Forces and the affiliated mercenary groups from the road.

 

Lately, the road underwent looting and robbing operations by the mercenary groups affiliated to the Turkish Occupation Forces though Russian Forces representing a guarantor state were present, as the shelling by the Turkish Occupation Forces on the Russian Forces in Tal Tamr increased fears of civilians.

Co-chair of the Tal Tamr Council, Joan Mela Ayoub, wondered as saying '' the Russian Base in Tal Tamr underwent direct shelling twice and they remained silent, how it would protect civilians''. 

Ayoub noted that people heading to the Euphrates Canton have got no guarantees, as the Russian silence after their base was shelled days ago substantiates that''. 

At the end, co-chair of the Tal Tamr Council, Joan Mela Ayoub, called on the Russian Forces to play the role assumed of a guarantor state, as the road was opened under their guarantee.
