The session was held in al-Taj Hall in the city of al-Raqqa, with the participation of Ilham Ahmed, the Head of the Executive Body of the Syrian Democratic Council, the Vice Presidential Body Hikmat Habib, the Co-Chair of the Executive Council of the Autonomous Administration in North and East Syria Abdel Hamid al-Muhbash, the Head of the Future Syria Party Ibrahim al-Qaftan, political parties, in addition to the dignitaries and sheikhs of the Arab and Kurdish clans in al-Raqqa.

The dialogue session adopted basic principles for discussion; the beginning with ensuring citizenship and the rights of all components in a unified Syria, in addition to promoting participation in the institutions of the Autonomous Administration in North and East Syria, developing and empowering the Autonomous and Civil Administration.

The dialogue session reviewed its program of work within two axes: The first axis is the Syrian-Syrian dialogue which dealt with the dialogue with the opposition and the regime, the Kurdish-Kurdish dialogue, and the reflection of those dialogues on the political solution.

The Head of the Executive Body of the Syrian Democratic Council, Ilham Ahmed, spoke: "The aim of these sessions in all regions of northern and eastern Syria is to come up with proposals and recommendations to be submitted to the General Conference of the People of al-Jazeera and the Euphrates within the framework of the political solution to the Syrian crisis, and to promote the full participation of all the people of the region to transform the Autonomous Administration to a true model of direct democratic governance."

Ilham Ahmed affirmed that since the beginning, the Syrian Democratic Council has adopted a peaceful method for political change, and continues to adhere to this method in conjunction with the other Syrian parties' taking on the armed conflict which has brought Syria nothing but destruction.

She added: "Despite the good intentions of SDC, the Syrian government continues to come out from time to time with fiery statements describing the Syrian Democratic Forces (SDF) with terrorism, and describing the democratic process that is taking place in northern and eastern Syria as the separatist process that threatens the Syrian territorial integrity."

Ilham Ahmed continued her talk about the dialogues in Syria to reach the Kurdish-Kurdish dialogue, stressing: "It is not directed against the rest of the Syrian components as some people have promoted, and that any success of this dialogue will be positively reflected in the rest of the Syrian regions."

Then the way was opened for discussion and the presentation of opinions and proposals by the attendees and participants. The proposals focused on the necessity of commitment to a political solution to the Syrian crisis, and moving away from the war that some parties are trying to drag us into, especially the Turkish and Syrian governments.

As for the second axis of the session, it talked about the historical relations between the peoples of the region, their role in building the Autonomous Administration, the mechanism for developing participation and institutional work in the Autonomous Administration.

In turn, the Co-Chair of the Executive Council in the Autonomous Administration, Abdel Hamid al-Muhbash, spoke and said: "The Syrian society is a diverse society, and diversity is the enrichment of Syria because these components possess a tremendous cultural heritage that will contribute to building Syria as a true country, recovered of all its wounds that represents and embraces everybody."

Al-Muhbash continued his discussion about the stages of establishing the Autonomous and Civil Administration "which came to manage community affairs after the absence of the Syrian government's institutions, as a result of its withdrawal from the regions of northern and eastern Syria, leading to the establishment of a military force that protected the region and liberated it from ISIS mercenaries, then the Autonomous Administration of North and East Syria was established."

Then, al-Muhbash reviewed some of the achievements made by the Autonomous Administration during the past years, despite the internal and external challenges, calling on the competencies and expertise that have not been shared in the Autonomous Administration institutions so far for the necessity of constructive and strong participation in northern and eastern Syria.

After that, the attendees participated by some recommendations and proposals that enrich the course of the Autonomous Administration's work politically and administratively in order to support and make it successful.
