On August 31, the Syrian Democratic Council and the Popular Will Party announced the signing of a memorandum of understanding on the Syrian political solution, in the Russian capital, Moscow.

About this, the Co-chair of the Syrian Democratic Council, Riad Dirar, said, “Preparations began about three months ago with contacts between the members of the political bureau in the WP and the Syrian Democratic Council. There was an exchange of views on ideas for a political solution and the future Syria, and we could reach an understanding about the possibility of a memorandum common points, Of course, this was part of the Syrian Democratic Council’s endeavor to communicate with all the active political forces at home and abroad, who were participating in the platforms or activities of the Constitutional Committee and the Negotiating Commission.

Dirar added, "A committee was formed to discuss this memorandum, and they were read later during the Moscow meeting. The understandings were at a high level. When there were any disagreements, the Co-presidency of the Syrian Democratic Council and the leadership of the Popular Will Party, interfered." We agreed on the wording in this way. "

Important provisions

On the terms of the memorandum, Dirar said, "An agreement was reached on five items, that consists of the understandings, intellectual and practical intersections. This result was established with the two introductory footnotes and the conclusion of the memorandum that also includes the political and intellectual vision. These terms confirmed that Syria is a democratic and decentralized state. Indeed, this matter was an important to focus on it, to communicate it to the public as a shared vision, which is one of the goals of the Syrian Democratic Council, to draw the future of Syria. There was agreement with the PWP in that.

Dirar continued his speech, saying: “Decentralization has been detailed so that people can govern themselves in the regions. There was also a common vision about a political solution based on the Geneva Declaration and Resolution 2254, which is very important that leads us to the fact that the political process is a successful solution, and participation in all activities is necessary. Therefore, there was an affirmation by this memorandum that all platforms, including The Syrian Democratic Council in the activities of a political solution, whether it is the negotiating body or the constitutional committee, or any other political process.

Dirar explained, "There is also a discussion about the Syrian components   participation on the ground of equal citizenship, and finding a solution to the Kurdish issue, because it is considered one of the basics of understanding that expresses that the democratic project can be accomplished, because the Kurdish issue solution is a democratic in addition to the Assyrian Syrians and the rest of the components to create a constitutional text for their participation and interaction in the Syrian society and the Syrian state system.

On the results of this memorandum, Dirar said: “The most important point is the recognition of the Autonomous Administration as an objective necessity and a societal need; the experience of the Autonomous Administration of the North and east Syria is a form of people's authority in the regions that can be developed within the Syrian territorial integrity and sovereignty.

The second important point, I emphasized that the Syrian army is a national institution that must not interfere in politics, but we should have talked about the need of the SDF participation in it on the basis of formulas and mechanisms to be agreed upon restructuring the Syrian army. These are the most important points discussed during the dialogues on the memorandum of understanding. "

Dirar pointed out, saying: “The Moscow platform was able to find a place for itself in political participation in the negotiation committee and in the constitutional committee in accordance with Resolution 2254, and the Syrian Democratic Council could have been in these activities, but the Turkish veto prevented the participation of representatives of the North and East of Syria. "

The Co-chair of the Syrian Democratic Council assessed this agreement, saying: “It is a real breakthrough towards the formations that excluded the Syrian Democratic Council, the beginning is going to be the Moscow platform led by the Popular Will Party, and it could open the door to more dialogues with the activities of the revolution and the opposition. The common thing is with the activities of a political solution that cannot take place without us. "

Regarding the attack by some of the parties to this agreement, Dirar said: “This is expected because the opponents of the successes that have been achieved in northern and eastern Syria are many, represented by the regime, its followers and the so-called opposition, and the Turkish position, which feels that success in this region is against its project of the political Islamization that failed. It also led the Syrian Interim Government project, which is constantly failing, and pushed it to participate, but it was not able to achieve solutions or consensus with the rest of the spectrum of the Syrian people

He added, "Therefore, we move in this direction of dealing with the political forces that accept the vision of the Syrian Democratic Council participation in the political solution. This will be the subject of contention, confrontation and follow-up, and we will see at all times how to face these events."

"We are communicating with all international powers to put the political solution on its right track."

On the course of the Syrian crisis, Dirar said: "The Syrian crisis cannot be solved without the agreement of the two major countries, America and Russia. Their competition prevents progress in the political solution."

The Co-chair of the Syrian Democratic Council clarified their position on that, saying: “We are on our position in the Syrian Democratic Council, and we interacted and dealt with all international and regional powers with the same mechanism that guarantees the interests of these forces and achieve a political solution. "Which are moving clearly, and we deal with them with full transparency, awareness and knowledge of the needs that our position requires for the benefit of the Syrian people and their interests, which are part of the international and regional conflict that exists in the region."

Dirar concluded his speech by saying: "This is a matter that may prolong the political solution, but we have to dig in it until we reach the consensus potentials that begin by putting the political solution on its correct path."
