Autonomous Administration approves banning export of cattle, clarifies reasons

The Autonomous Administration in the North and East of Syria approved prohibition of the export of the cattle out of the Autonomous Administration areas. It attributed this to the high rise in the worth of the dollar that affected negatively on the citizen. So it outlined the measures it will take.

The Autonomous Administration issued two circulars with the number of 2 and 3. It banned under them exporting sheep out of the Autonomous Administration of the North and East of Syria. The first circular that bored number (2) included:

“After following up the state of the markets, the significant increase in the exchange of the dollar with the Syrian pound, the increasing of phenomenon of exporting the sheep outside the areas of the Autonomous Administration of the North and East of Syria, its loss in the local markets and the influence on the ability of the citizen to obtain meat, the joint head of the Executive Council decided the following:

It is forbidden to export and remove sheep from the Autonomous Administration of the North and East of Syria until further notice.

The content of the decision does not apply on the export of sheep (transit).

The decision shall be informed to those who need implement it from 20 January 2020 on.”

The other circular which bored the number (3) clarified the procedures to be followed with the cases of smuggling that would be confiscated, and it included:

 “As the result of the increasing incidence of the livestock smuggling, which has been affecting livestock in northern and eastern Syria, we decided:

The  Internal Security Forces, Customs and all those who carry the status of legally authorized judicial officers are authorized to pursue smuggling cases.

Smugglers are arrested and referred with goods to the nearest Customs Department which organizes right in preparation for the transfer of smugglers to the court, in accordance with the Article 65 of the Customs Act.

The reserved livestock and means of transport which  are used in the crime of smuggling are taken to the public interest.

Five times fine of the customs duties on the smuggled livestock is met.

This decision shall be informed to those who need to implement it from the date of its issuance.”
