In a statement, the US State Department described the measure as "an important step in strengthening accountability for the atrocities committed by Bashar al-Assad and his regime in Syria."

The law provides for penalties and restrictions for those providing support to members of the Syrian regime, in addition to the Syrian and international parties that are able to commit those crimes, and that were responsible for, or complicit in, the commission of grave human rights violations in Syria.

The law seeks to deprive the Syrian regime of the financial resources it uses to escalate the campaign of violence and destruction that have resulted in the killing hundreds of thousands of civilians", and sends a clear signal that "no external party should engage in actions with this system or actions that enrich it" according to a statement of the ministry.

The designation "Caesar's Law" was launched after a former regime photographer who leaked thousands of photos documenting torture and killing of prisoners inside the Syrian regime's prisons outside of Syria.
