Pentagon report: IS possible returning if US pulls out from Syria

The report included, "While US-backed Syrian forces have continued to fight to retake IS stronghold's positions, which remained in Syria, IS mercenaries are still steering their elements, who are characterized by strength and discipline.”

"According to the Defense Department, it is still capable of coordinating attacks and counter-attacks, as well as acting as a decentralized insurgency," the agency said, quoting the ministry.

US President Donald Trump ordered the full withdrawal of all US troops from Syria in December 19, 2018, saying the US-backed coalition defeated IS.

The agency noted that not all military officials and lawmakers agreed with the Trump assessment, after one day, former Defense Minister James Mattis resigned, pointing to a difference in vision on international politics.

Last Thursday, the Senate passed a resolution condemning Trump's decision to withdraw thousands of troops from Syria and Afghanistan, calling it a "global threat."

The report of the inspector-general said that any attacks against US forces during the withdrawal would be declared a "victory" in IS media.

"Daesh is working to renew key jobs and capabilities in Iraq more quickly than in Syria, but the absence of continued pressure on the 'counterterrorism' is likely to revive IS in Syrian situation within six to 12 months and regain limited territory," the report said.
