Administrations in north, east Syria continue its work, Executive Council link them

During the third conference of the Syrian Democratic Council MSD on 16 July 2018, which was held in al-Tabqa city under the slogan "Towards a Political Solution and Building a Democratic, Decentralized Syria", the participants discussed several items on the form of governance in the future Syria and how to work for a decentralized democratic Syria to resolve the Syrian crisis according to its political path, which imposes itself as a single solution that can put an end to the tragedy and open the way for all components of society to play its role in Syria's future on democratic grounds. During the conference, the participants also discussed the creation of a coordination formula between the local and civil administrations and the local councils to serve the people of the region.

Recognition of the formation of Autonomous Administration of North and East Syria

During the third conference, the attendees unanimously agreed to form a Democratic Autonomous Administration in north and east of Syria. During the liberation by the Syrian Democratic Forces of the areas under the control of ISIS, the Syrian Democratic Council have formed civil councils and administrations to take care of the service areas liberated from the control of ISIS. Despite the distance between these areas, they supported each other. All the Administrations will participate in putting their structure through their representatives in a preparatory committee supervised by the MSD. This preparatory committee will formulate a proposal for the relationship between the Syrian Democratic Council and those coordinating committees. Syrian Democratic Forces will play the role of defending on security and stability of the regions of this administration through an internal system to regulate the relationship between the administrations, and is approved by the General Council of the coordinating committees.

The first meeting of Autonomous Administration of north and east Syria

On 6 September, 2018, the Syrian Democratic Council held a meeting of local councils and autonomous and civil administrations in north and east Syria to form an "Autonomous Administration of north and east of Syria", based on the decision taken at the Third Conference of the Syrian Democratic Council held on 16 July of this 2018.

All the councils and Autonomous Administrations under the supervision of the Syrian Democratic Council agreed to form a preparatory committee represented by all administrations to define the nature and form of the administration and to lay down its rules and bases and to clarify the basic tasks and principles and the rights and powers between the autonomous and civil administrations on the one hand, and between it and the Syrian Democratic Council on the other hand, this committee oversees the establishment until the administration directs its work.

Election of the Presidency of the General Council, formation of a preparatory committee at the first meeting

During the first meeting, Siham Qario and Farid Ati were elected as co-chairs of the General Council for the Autonomous Administration of north and east Syria, and a general bureau of the council was elected consist of 5 members. While Berivan Khalid and Abdul Hamid Al-Mabash were elected as co-chairs of the Executive Council of north and east Syria, in addition of forming a preparatory committee by the co-chair of the Executive Council to form the bodies of "Autonomous Administration of north and east Syria," while the co-chairs of the Executive Council get the task of forming Autonomous Administration Bodies of north and east Syria and electing co-chairs of each body within 21 days on the basis of the technocrats, owners of expertise and scientific qualifications, work and age and who can take responsibility for the next stage, away from political or partisan representation.

The objective of forming Autonomous Administration of north and east Syria

The Syrian Democratic Council, through the formation of Autonomous Administration in north and east Syria, aims to develop the service side in north and east of Syria, including the areas liberated by the SDF from the ISIS and the establishment of coordination mechanism among all councils and autonomous administrations in north and east Syria, while all the decisions in all the councils and administrations are consistent and close, under the supervision of the Autonomous Administration of north and east of Syria. On this basis, Autonomous Administration of north and east of Syria includes representatives from all the councils and autonomous and civil administrations in north and east Syria.

Where the Autonomous Administration of north and east of Syria will take the unified decisions at the level of North Syria in coordination between the autonomous and civil administrations, such as the unification of customs duties and fuel prices, and travel permits between the existing cities of North Syria, which will be canceled with the announcement of the bodies and start work.

The fate of local administrations and councils after the announcement of Autonomous Administration of north and east of Syria

The task of the Autonomous Administration will be to coordinate between these administrations. Some changes within its rules of procedure will be revealed by the Autonomous Administration of north and east Syria in the next few days.

"There are no political dimensions of the administration, but only formed to serve the people of north and east Syria"

The co-chair of the Executive Council of the Autonomous Administration of north and east Syria, Berivan Khalil, said during a meeting with Hawar news agency that the administration that was formed did not have any political dimensions. "The aim of the formation of Autonomous Administration in north and east Syria is to coordinate between all the Autonomous Administration and civil councils, and this administration has no political dimensions"

She noted that they will work to establish the rules of procedure of each body during the second meeting of Autonomous Administration of north and east Syria.
