On 9 March 2016, near the political border between Syria and Iraq, al-Hol camp was opened by the Displaced Persons Affairs Office of the Social Affairs Body and Displaced Persons, the camp is located 20 km east of al-Hasakah city and about 1 km south of al-Holl town.

The opening of the camp after the wave of displacement and the large displacement from al-Mosul city after being controlled by IS mercenaries and the closure of the Kurdistan region authorities to the displaced people from that area, and increased numbers of displaced after the announcement of Iraqi forces and Kurdish forces campaign to liberate the city from ISIS, the displacement of a large number of citizens of Syrian cities as a result of the arbitrary practices of the regime and the massacres by IS mercenaries and the mercenaries of Jabhit al-Nusra against them, where they found security and safety in the areas of Autonomous Administration.

The camp has 1,000 tents and about 220 houses, the houses were built in 1991. The camp now houses 23,000 Iraqi refugees and 10,000 displaced Syrians. These refugees and displaced people suffer from lack of food and health assistance despite the presence of many organizations claiming aid.

Displaced people have shown that these organizations have abandoned them, leaving them and their families living a tragic and difficult life because they are unable to provide the basic necessities of life.

Despite the high temperature they face in summer, which causes many diseases, the camp lacks fans and water reserves, despite the fact that many organizations operate inside the camp but have never thought of such assistance.

"The organizations do nothing to us and do not help, the food does never suffice us and is corrupt, the organizations use the refugees in all aspects under the name of the Refugee Rights Organization," the displaced woman Sabah Abullah said.

She called on all organizations to put their hands on their consciences and provide them with urgent assistance in light of this high temperature.

"We are asking the organizations to pay attention to the people of the camp and to provide health," said Ali Hussein, from al-Anbar province. "There are a lot of diseases in the camp without care and organizations do not see themselves."

The organization was responsible for meeting the needs of the camp in coordination with the institutions of Democratic Autonomous Administration, as well as coordinating with a number of organizations including the United Nations IRD, IRC and NRD, where these organizations did not do their work as expected. The fulfillment of the needs of the displaced people and refugees is the responsibility of the Autonomous Administration and Rojava Organization for Relief and Development.

"There is no interest in the people of the camp by the organizations, there are very few food baskets, we are enforced to buy food at very high prices, we lack electricity and solar energy," said Mohammed al-Janabi, from Salahuddin province. We put solar chargers which are of very poor quality and put them under the sun in the daytime, lighting only for an hour or less, and at night we remaine in darkness, organizations do not do their duty to refugees and displaced people.
