Third coordinating meeting between Al-Sheikh Maqsoud, Al-Ashrafiyah Municipalities, Aleppo Council 

As part of efforts by the General Council of Al-Sheikh Maqsoud and Al-Ashrafiyah neighborhoods to implement the April 1 agreement signed with the Syrian Transitional Government, the third meeting between the two sides took place yesterday, Thursday.

The meeting was held at the Aleppo City Council building, with the joint co-chairs of the Popular Committee municipalities for Al-Sheikh Maqsoud and Al-Ashrafiyah neighborhoods, Amina Bayram and Mustafa Shahin, and the presence of Aleppo City Council Chairman Mohammad Ali Al-Aziz, along with the Legal Committee and the Relations Committee affiliated with the Popular Committees’ municipalities.

During the meeting, mechanisms for implementing the April 1 agreement were discussed, along with accelerating work on its provisions related to service delivery. Ways to improve the quality of services provided to residents across various sectors were also explored, ensuring the neighborhoods’ specific needs are addressed.

The meeting emphasized the necessity of establishing a practical joint plan to enhance service delivery, overcome obstacles to workflow, meet citizens’ needs, and strengthen cooperation among service institutions to serve the community effectively.

This meeting comes within the framework of activating the provisions of the agreement signed on April 1 between the Al-Sheikh Maqsoud and Al-Ashrafiyah neighborhoods’ councils and representatives of the Syrian Transitional Government. Articles 11, 13, and 14 of the agreement stipulate the following: “civil institutions in the two neighborhoods shall coordinate with other city institutions and provide services without discrimination compared to other Aleppo neighborhoods through the municipal branches in the neighborhoods; ensure full and fair representation of the neighborhoods in Aleppo Governorate Council; involve them in chambers of commerce, industry, and other sectors in accordance with applicable laws; and maintain existing service, administrative, educational institutions, municipalities, and local councils in the neighborhoods until a permanent solution is reached through joint central committees.”

Further meetings between the two sides are scheduled in the coming days to reach a formula and mechanism for implementing the provisions.

The first coordinating meeting for the municipalities was held on April 15, followed by the second on April 21. These meetings resulted in the formation of subcommittees, which had paused for some time but have now resumed their activities.
