Imrali report over 4 months

Mezopotamya News Agency published the Al-Asr Human Rights Office's report, which addressed human rights violations against the leader Abdullah Ocalan and other detainees in Imrali, namely Omar Khairi Kunar, Hamili Yildirim, and Veysi Aktaş, over the past four months.

The report covers the period from December to the current month of March.

The report was accompanied by a renewed request for the CPT to visit Imrali Prison.

The report revealed that over the course of four months, lawyers submitted 35 requests and the family and guardian submitted 17 requests to the Bursa Chief Public Prosecutor’s Office and the Imrali Prison Directorate, all 52 requests went unanswered.

The report noted that leader Abdullah Ocalan has only been able to meet with his lawyers five times in the past 14 years, the last meeting being on August 7, 2019. His family has only been able to visit him six times since 2014.

After 44 months of complete isolation from leader Abdullah Ocalan, Omar Ocalan, a deputy from the Equality and Democracy of Peoples Party representing the city of Riha, met with leader Abdullah Ocalan during a family visit on October 23 of last year. This was the last family visit since that time.

The report clarified that the situation for the other Imrali detainees remains the same, as they have been subjected to disciplinary penalties on different occasions.

During meetings between the Imrali delegation and leader Abdullah Ocalan in December, January, and February, the leader issued a call for "peace and a democratic society," highlighting the international impact of this appeal.

The Al-Asr Human Rights Office's lawyers also addressed the "Ocalan 2" ruling and the "Right to Hope" ruling from the European Court of Human Rights.

It was announced during the CPT’s visit that Turkey has not implemented either ruling and that the Council of Europe’s Committee of Ministers has not overseen the matter.

The statement pointed out that leader Abdullah Ocalan has been imprisoned for over 26 years and that the Turkish authorities are "legally obligated" to release him.

The request

The request discussed the CPT's visit to Imrali in 2022, noting that the CPT has yet to disclose its report. The petition included the following points:

-The situation in Imrali remains unclear and has worsened since your last visit on September 22, 2022. Over the past two and a half years, the situation has entered a new phase. Therefore, we request that you visit Imrali Prison immediately and specifically.

-We urge you to make every effort to ensure that our clients are detained under humane conditions that respect human dignity, allowing them to communicate with their lawyers, families, and the outside world, securing all their communication rights, and ending the systematic imposition of disciplinary penalties and bans on meetings with lawyers.

-We demand that binding measures be taken to end the conditions of torture, inhumane treatment, and mistreatment. In this context, we call for the implementation and announcement of the measure outlined in Article 10/2 of the convention. Similarly, if immediate meetings with lawyers and family are not permitted soon, we demand that you disclose the findings of the visit conducted on September 22, 2022, and the general observations regarding Imrali. We also request that the report from the September 22, 2022 visit be included as part of the statement.
