During a meeting of the Higher Education Council within the Syrian transitional government—chaired by Minister Marwan Al-Halabi and held yesterday, Sunday—officials discussed various matters concerning the upcoming academic year. After reviewing academic data, the status of examinations, and pass rates at public universities, a decision was made to implement "administrative promotion" across these institutions.

The Council clarified that this administrative promotion would apply to all public universities, as well as their affiliated colleges and institutes; the specific mechanism and the number of courses covered by the policy are to be defined in the decree formalizing the decision.

Conversely, the Council concluded that there was no need to authorize an exceptional supplementary exam session for the current year. Consequently, no supplementary session will be held, a decision based on data regarding pass rates and the overall conduct of university examinations.

This decision addresses an issue—specifically administrative promotion and the supplementary exam session—that students had been eagerly awaiting a resolution on, following the Higher Education Minister's earlier announcement that the Council would evaluate data from the universities before making a final determination.
