High Electoral Commission announces the start of electoral campaigning; sets its conditions

The High Electoral Commission in North and East Syria announced the start of electoral campaigning for the municipal elections, and set conditions for that.

The announcement and conditions were stated in Circular No. 3, issued by the High Commission, which read:

“The High Elections Commission announces the start of electoral campaigning for all independent candidates, parties and political blocs according to the following conditions:

1- District commission committees determine the squares in which oral advertising can be carried out collectively, in a way that does not lead to disruption of traffic and shopping.

2- It is prohibited to carry out collective verbal propaganda on public roads, in places of worship, in buildings and facilities in which public services are performed, and in areas other than those designated by the district commissariat committees.

3- Political parties and independent candidates may hang and paste party flags, banners, posters and similar materials on electoral offices from the date of the start of electoral propaganda until the end of the electoral propaganda period.

4- From the start of the electoral campaign period until its end, political parties and independent candidates can hold open and closed meetings. They have the right to use flags, banners, posters, advertisements and advertising materials, and to hold parties, in electoral propaganda.

5- With the exception of the places mentioned above, advertising advertisements and advertising materials may not be hung and pasted except in places specified by the Commission’s committees in cities and towns, and anyone who violates will be subject to a fine of one million Syrian pounds.

6- Electoral propaganda for all candidates ends at six o’clock in the evening before polling day (6/10/2024).

7- Candidates must remove everything related to electoral propaganda within a period not exceeding fifteen days from the date of announcing the election results. In the event of non-compliance, the Commission Committee, in coordination with the municipality, will remove it at the expense of the candidates.
