Hamas has expressed its willingness to release all Israeli hostages in exchange for a serious exchange deal, a cessation of hostilities, an Israeli withdrawal from the Gaza Strip, and the entry of aid.

Taher al-Nunu, media advisor to the head of Hamas's political bureau, accused Israel of obstructing the agreement, telling Agence France-Presse, "The problem is not the number of prisoners, but rather that the occupation is shirking its commitments, obstructing the implementation of the ceasefire agreement, and continuing the war."

Al-Nunu stressed that the movement "stressed to the mediators the need for guarantees to compel the occupation to implement the agreement," explaining that "Hamas responded positively and with great flexibility to the ideas presented in the negotiations, regarding a ceasefire and a prisoner exchange."

He added that "the occupation wants to release its prisoners without moving to the second-stage issues related to a permanent ceasefire and a complete Israeli withdrawal from the Gaza Strip." He noted that "the resistance's weapons are a red flag and are not up for negotiation, and their continued existence is linked to the occupation's presence."

The Hamas negotiating delegation, headed by Khalil al-Hayya, the movement's head in the Gaza Strip, held several meetings with Egyptian officials on the negotiations file, with the participation of Qatari officials, yesterday in Cairo. Meanwhile, an informed source told Agence France-Presse that the movement's delegation "ended its meetings with Egyptian and Qatari officials in Cairo without achieving any real progress."

The Israeli news website Ynet reported today that a new proposal has been presented to Hamas, under which it will release 10 living prisoners in exchange for American guarantees that Israel will enter into negotiations regarding a second phase of the ceasefire.
