 Several video tapes showed people starting to gather to celebrate raising the Syrian independence flag in the center of Raqqa, while a person fired a machine gun at the crowd.

 The General Command of the Internal Security Forces condemned the incident, in a statement it issued after the attack, and said that people exploited the celebration and provoked their forces by firing randomly at the celebrants.

 The Internal Security Command indicated that injuries occurred among its members and a number of civilians.

 Later videos showed a person in black clothing, a long beard and wearing a turban on his head, randomly shooting at the celebrants who were starting to gather at the celebration site.

 Yesterday, virtual social networks published conversations via the WhatsApp application, in which someone called on a resident of the area to hold gatherings and shoot at the gathering in exchange for a sum of money estimated at a thousand dollars.

 The text of one of the messages read: "You will get $1000, but on the condition that we give you a weapon and a black smile and smash your face with a stick or something because there are cameras in Raqqa."

 It was preceded by a written text: "Brother, I want a request from you. The Free Army youth contacted me from Turkey and told me to hold a rally tomorrow in Raqqa."

 The General Command of the Internal Security Forces called on the residents of the area not to be drawn in by the voices calling for undermining the security and stability of the area.

 It is noteworthy that the Peoples' Council in North and East Syria issued a decision today,  to raise the flag of Syrian independence on all departments and institutions.

 Observers indicate that Turkish intelligence is behind the movement of its cells to push towards a civil war and incite sedition.

 The people of Raqqa refuted the allegations that the security forces were the ones who fired the bullets, and the publications called for not misleading people or nciting hatred.
