Details of first, second phases of “Humanity and Security” Campaign

Al-Hol camp which is considered one of the most dangerous camps in the world, houses approximately 54,000 people, including about 27,000 Iraqis, 18,000 Syrians, and approximately 8,000 families of ISIS mercenaries.

In 2021, before the launch of the “Humanity and Security” operation, more than 47 executions were carried out inside the camp, by ISIS mercenary cells against those who violated their instructions within the camp.

As a result of the killings and the attempt to control the camp, the Internal Security Forces, with the support of the Syrian Democratic Forces, the Women’s Protection Units, and the People’s Protection Units, launched the first phase of the “Humanity and Security” campaign, on March 28, 2021, and lasted five days, until April 2. More than 5,000 thousand force members participated in the campaign.

During the first phase of the operation, 125 mercenaries from ISIS sleeper cells were arrested, 20 of whom were responsible for the cells and assassinations that occurred in the camp.

The Turkish occupation state targeted everyone who contributed to defeating ISIS mercenaries, or led operations against their cell after they were geographically defeated in Al-Baghouz in March 2019, and among those male and female leaders; Martyr Jian Tolheldan, who led the first phase of the operation, and who was martyred with two of her comrades in the Women’s Protection and Anti-Terrorism Units on July 22, 2022, after their car was targeted by a Turkish occupation state’s drone.

An attack carried out by a Turkish drone following the second phase of the “Humanitarian and Security” operation, specifically on September 28, 2022, resulted in the martyrdom of the joint presidency of the Office of Justice and Reform Affairs. Zainab Muhammad Yilmaz Sharo, who were targeted during an inspection tour of ISIS prisons.

Details of the second stage

From the beginning of 2022, until August 25, 2022, ISIS mercenary cells and their families carried out 43 operations, in which 44 camp residents were killed or executed, including (14 women and two children), with rifles and pistols with silencers or with sharp instruments after torturing the victims and throwing their bodies into drains.

The camp also witnessed about 13 attempts to kidnap residents carried out by ISIS cells, and other cases focused on burning tents.

Therefore, the Internal Security Forces, with the support of the Syrian Democratic Forces and the International Coalition to Fight ISIS, launched the second phase of the operation to pursue ISIS cells and dry up the terrorist environment in some sectors of the camp on August 25, 2022. The operation lasted 24 days and achieved many tangible results.

The Internal Security Forces and the Syrian Democratic Forces destroyed many of the points and dens of the mercenaries and arrested many of the most dangerous women who, during that period, assumed the tasks of training, indoctrination, and attracting elements inside and outside the camp.

During this stage, the Women's Protection Units (YPJ) rescued two Yazidi young women from the grip of extremist ISIS women, and transferred them to a safe environment. The units also managed to rescue four women who were chained and subjected to brutal torture by ISIS women.

During the second phase of the operation,226 people arrested, including 36 women, who participated in crimes of murder and intimidation, and uncover 25 trenches and tunnels, and a large quantity of medium and light weapons.
