Democratic Peoples' Council holds annual meeting, sets future plans

The Democratic Peoples' Council in the Autonomous Administration held its annual meeting today to evaluate the accomplishments of the past year and set future strategic plans for the coming year, as well as to discuss challenges faced by the council and contribute to improving work in the region.

The meeting, held at the council hall in the city of Qamishli in the Jazira Canton, began with a moment of silence in honor of the martyrs.

The Co-Chair of Democratic Peoples' Council in North and East Syria, Kanaan Barakat, spoke about the political, diplomatic, organizational, and military achievements, praising the role of martyrs in these successes.

He emphasized that “the Council represents the true will of the peoples of the region and serves as a hub for the culture of coexistence and diversity, with a duty to reinforce the concept of one nation and one people.”

He stressed that “the council will confront extremist ideologies and authoritarian mentalities, including media campaigns targeting the region, by adhering to democratic principles, promoting the concept of a democratic nation, and rejecting hate speech.”

The annual report, detailing the council’s achievements over the past year, was presented, followed by discussions on organizational and administrative matters, the council’s work mechanisms, and ways to strengthen self-administration and the council’s role in serving society.

Tariq Hassan and Kalestan Hibo, previously elected to the council, took their oaths of office.

The meeting concluded with a series of practical proposals, including:

- Drafting internal regulations consistent with the social contract and laws.

- Forming specialized committees for follow-up and supervision.

- Preparing and approving the regional budget in coordination with the executive council and city councils.

- Approving financial policy under the new decentralized tax system and legislation.

- Holding quarterly sessions to review financial reports and evaluate administrative performance.

- Forming public policy committees and local committees in towns and cities.

- Requiring institutions (executive council, municipalities, social justice, internal security, community protection) to submit monthly reports.

- Establishing investigation committees for crimes and complaints.

- Organizing regular public meetings to inform residents about administrative work.

- Prioritizing the service sector (fuel, supply, bakeries) and addressing its problems.

- Holding accountable negligent parties based on audit reports.

- Reviewing previous laws in the Jazira region.

- Strengthening members’ capacities through training and a dedicated budget.

- Implementing outputs of the Women’s Coordination.

- Visiting political and civil authorities to discuss council formation mechanisms.

- Assigning a committee to follow up on the 2026 work program and forming committees to conduct population surveys.

- Reading the final budget committee report in a special session.
