The Yazidis confirm that the October 9, 2020 agreement against Şengal is a “decree in the name of law” and part of the continuation of the international conspiracy against the leader Abdullah Ocalan, and its signatories are trying to impose it on the will and administration of the Yazidis, while 3 years after its signing, it has not been actually implemented. Thanks to the resistance shown in Şengal.

3 years ago, during the period in which Mustafa Al-Kadhimi assumed the Iraqi Prime Minister, the Iraqi government and the Kurdistan Democratic Party government, under Turkish dictation, signed the Şengal Agreement on October 9, 2020.

The agreement came on the same date that the international conspiracy against leader Abdullah Ocalan began on October 9, 1998, and continued until his arrest on February 15, 1999. The identical dates indicate that the conspirators are seeking to renew the conspiracy in many ways, and this time they targeted the Yazidi community after the genocide they were subjected to 2014.

According to the text of the agreement that was announced, it consists of 3 (apparent) clauses, which included “forming a joint administration in cooperation between the federal government and the Kurdistan region,” security arrangements, which assigns the security mission to the federal police in cooperation with the Kurdistan region by sending 2,500 members of the Internal Security Forces. And ending the presence of the rest of the security forces present there.”

 “The aim is to eliminate the will of the Yazidi community”

The Democratic Autonomous Administration Council of Şengal, in a statement published on November 23, 2020, explained the goal of this agreement: “to eliminate the will of the Yazidi community, arrest the Yazidis who fought ISIS, seize self-defense weapons, control the roads connecting the villages, close the borders of Şengal, and bring Forces unknown to it.

The Council confirmed at the time: “Implementing these provisions, we call them the 75 Firman, on the Yazidi community. Now Şengal and the Yazidi people are under the threat of extermination, which is being done in the name of the law. What ISIS mercenaries could not do in Şengal, Iraq is trying to do against the Yazidis under the name of enforcing the law.”

Turkey is a partner in the agreement

The Turkish role in this agreement was never lost. Since Turkey failed to end the Yazidi presence in Şengal, which was the main supporter of ISIS, Erdogan did not calm down, and began to constantly threaten amid the air attacks that targeted Şengal.

By targeting the Yazidi leaders and elite, the Turkish occupation tried to direct precision strikes at the Yazidi resistance and administration.

The direct threat to Erdogan, which came after the failure of Iraq and Hewler to implement his policy in Şengal, was his saying, “We may come by surprise one night,” referring to the possibility of carrying out a Turkish ground attack on Şengal.

In a television interview on August 30, 2021, a member of the Central Committee of the Kurdistan Communities Union KCK, Mustafa Karasu, pointed out, “The attacks on Şengal are a result of the October 9 agreement between the governments of Baghdad and Hewler, and that they are to subject the Yazidis to the agreement by force, as if they were saying (either you accept this agreement or "You will be bombed by the Turkish state."

Promises but not implemented

Days after the announcement of the agreement, a delegation that included representatives of the Autonomous Administration Council in Şengal and notables of Şengal went to Baghdad to meet with Iraqi officials. During that time, the Şengal delegation visited the office of the Iraqi Prime Minister at the time, Mustafa Al-Kadhimi, and his advisors, in addition to meeting with representatives of the Iraqi parliament and leaders of the Al-Sadri Movement, Asaib Ahl al-Haq, and Deputy Commander of Iraqi Operations.

The visits led to Iraqi officials discussing the demands of the people of Şengal regarding the agreement, amid promises from them to resolve the Şengal issue and respect the will of the Yazidis.

However, all the promises were not implemented, and the Iraqi government did not move except towards hostility towards the Yazidis and sending its military forces to invade Şengal.

The Iraqi army tried more than once from April 2021 until May 2022 to attack Şengal and penetrate the district, but it failed as a result of the people of Şengal standing against it.

Siege of Şengal

In mid-March 2022, the Iraqi army began building an armed concrete wall on the border between Şengal and Rajava, 250 km long and about 4 meters high.

Observers of the situation in Şengal considered at the time that the construction of the wall came within the framework of the secret provisions that were agreed upon in the October 9, 2020 agreement.

Simultaneous attacks on the legitimate defense areas and Şengal as part of the agreement

The Iraqi army’s attacks did not stop inside Şengal province. On April 18, 2022, that is, one day after the Turkish occupation state began its attack on the defense areas of Mediaya and Southern Kurdistan, the Iraqi army launched a massive attack on points of the Ezidikhan Asayish and besieged centers in the Sinuni and Khansur districts, which led to the Asayish responding. For them, widespread clashes broke out.

On April 19, after the Iraqi army escalated an attack on the district, the Şengal Resistance Units confronted them, and violent clashes occurred, forcing the Iraqi army to retreat and lift the siege on the centers. On April 21, the units issued a statement in which they confirmed that “the attacks on Şengal come under pressure from the PDK and Turkey.” It seeks to impose slavery on our people and occupy our land.” It continued in its statement, “Since October 9, 2020, we have been trying with Iraq to develop appropriate solutions, and this is our decision, but despite that, they are trying to attack our values and our gains, which forces us to respond to these attacks.”

"Dirty politics against our people"

The co-chair of the Executive Council of the Democratic Autonomous Administration of Şengal, Khudida Ilyas, in a statement to ANHA's agency, said about the agreement: “It is a dirty policy against our people and a continuing conspiracy of the conspiracy that targeted the leader Abdullah Ocalan.

Stressing that choosing the same date on which (the leader) was taken out of Syria, and even his arrest in an international conspiracy and his imprisonment in Imrali, is to make the Yazidis without strength and will.

Ilyas referred to the attacks carried out by the Turkish occupation aircraft against Şengal and the targeting of Yazidi leaders, and said: “It is part of the agreement. They do not want the Yazidis to build their own power and administration.”

"We have to resist"

Addressing the people of Şengal, "We must resist. The forces that were unable to protect Şengal cannot accept that they return as before. We can protect Şengal and we will do that."

Since October 9, 2020, Şengal has remained in a state of rejection of the agreement, and its signatories have not yet been able to implement its provisions, and the agreement remains an unbreakable knot.
