Since the start of the crisis in 2011, the Syrian city of Dara'a has witnessed no stabilization and calm. Killings, kidnappings, bombings and assassinations have continued. Since the beginning of this year, according to SOHR documents, there have been 50 incidents of security filtration, all of which took place in various ways, killing 36 people.

The killings and various methods increased in Dara'a, after two "settlements", which formed the main doors of the organized chaos in the province, with the first settlement in July 2018 and the second settlement in September 2021 being a broad entry point; Assassinations initiated by Damascus forces through their security services, where they are reportedly accused of carrying out a large number of assassinations, as a result of conflicts of interest between them; As a result, Dara'a became the most chaotic city in Syria, which will be exploited by ISIS, which is a matter of concern to neighbouring countries.

A report by Ahrar Horan Group indicates that, despite Bashar al-Assad's amnesty for so-called "terrorist crimes", systematic arrests continued during 2022, especially on security checkpoints. However, despite the amnesty issued by Bashar al-Assad for the so-called "terrorist crimes", the number of detainees released does not amount to a number of detainees detained in the Government of Damascus detention centres.

Negative consequences of restorative approvals and "adjustments"

The Syrian writer and politician said, "From the moment Russia, Iran and Turkey succeeded in imposing some sort of conciliatory agreement between the Syrian regime and opposition factions in Dara 'a governorate, a series of mutual qualifications between the Syrian regime's services and the remaining factions or mafia gang activists has begun; to avoid declaring the reconciliation agreement dead ".

In Ali Amin al-Suwaid's view, "the Syrian regime does not accept the presence of anyone who opposes it, and has been working continuously and systematically since the outbreak of the revolution against it to silence every voice opposed to it by killing and liquidating. Reconciliation has proved to be only an opportunity for the regime to quietly kill those who oppose it.”

And he considered the settlements that under sponsored Russia "It is a trap set up by the regime with the assistance of the three occupying powers of Turkey, Iran and Russia. When people and opponents in Dara 'a are strongly opposed, the regime pushes its ISIS and al-Qa’eda agents to make some strife here and there; to provide sufficient arguments for substantial intrusions under the pretext of terrorist organizations to dispose of those who are subject to the eradication to those who held reconciliations.”

AA is a real effort to lead the movement in the south

Regarding the most appropriate solution for what Daraa is witnessing, Al-Suwaid saw that "the most appropriate solution for Daraa governorate is the formation of an Autonomous Administration for the southern region that includes the governorates of Daraa, As-Suwayda, and Quneitra, so that it is under the protection of security services formed from the people of the region and who report militarily and security to the leadership of the Autonomous Administration away from the regime's interference."

He added, "The Autonomous Administration of southern Syria was, and still is, a real endeavor by the leaders of the political movement in the south for more than seven years, and the administration's file is theoretically almost ready, but it does not find its way to implementation due to some pivotal obstacles: First, the Autonomous Administration needs a financial budget." It is proportional to its size, and this budget is unlikely to be granted by the regime to the administration for many well-known reasons, at least one of which is the recognition of the failure of the state controlled by Assad, and there is no international body that supports this approach at all, at least until now.”

And secondly, "the establishment of AA in the south requires Jordan's approval and support, and this has not happened so far despite Jordan's dissatisfaction with the al-Assadi Captagon smuggling campaigns across its territory, and despite Israel's dissatisfaction with the Syrian regime, it fears that Iranian militias are close to penetrating into region.”
