Internal Security Forces launch the second phase of "Humanity and Security" campaign in Al-Hol camp

Today, the General Command of the Internal Security Forces issued a statement to the media and public opinion, announcing the launch of the second phase of the "Humanity and Security" campaign in Al-Hol camp in Hasaka Canton.

The statement was read during a press conference attended by the spokesman of the People's Protection Forces, Nury Mahmoud, the spokesman of Syrian Democratic Forces, Aram Hanna, and a number of other commanders of Syrian Democratic Forces.

The statement read in Arabic by Ali al-Hassan, a member of General Command of the Internal Security Forces of North and East Syria, and in Kurdish, by Vejin Aylan, a member of the General Command of the Internal Security Forces of North and East Syria, the statement reads:

"It is not hidden from the local and international public opinion about the permanent and escalating danger that al-Hol camp poses in terms of its transformation into a hotbed for ISIS cells and the families associated with it and a useful environment for the terrorist organization to benefit from in recruiting and attracting potential elements and broadcasting inciting propaganda to its cells in Syria, Iraq and the world, where its danger became clearer with the increase in terrorist violence, the intensity of which has increased during the last period, which was carried out by ISIS cells in a brutal manner against the camp residents, volunteers of humanitarian organizations and members of the internal security forces, as well as attempts to escape and plans to attack the camp from outside, which were thwarted by our security and military forces."

The statement continued, "The control of al-Hol camp was the next goal of ISIS terrorists within their latest plan to take over al-Sina'a prison in Hasaka, as terrorist cells inside and outside the camp tried many times to attack and make holes in the security walls and gates, starting from a corridor linking the eastern regions of Syria with the Iraqi borders and the Syrian desert, as well as the Turkish borders, in conjunction with the attack on Al-Sina'a prison, where our forces and the Syrian Democratic Forces arrested many of them and thwarted their dangerous plan, but this plan remained dangerously in place during the last period."

43 terrorist attacks have been carried out this year

The statement affirmed, "During the current year, the terrorist organization's cells and families carried out 43 terrorist operations, in which 44 people from the camp's residents, including 14 women and 2 children, were killed or executed, using guns with silencers or sharp tools after torturing the victims and throwing their bodies into sewage channels to hide the crimes. The camp also witnessed about 13 kidnapping attempts of residents carried out by terrorist cells, and other cases focused on burning tents while the victims were sleeping, destroying relief materials and supplies of medical and service institutions, and many cases of creating chaos and trying to remove the protection walls around the camp.

Increasing terrorist operations in the camp with the escalation of Turkish threats

It was clear the increase in terrorist operations in the camp with the escalation of Turkish threats against the regions of NE Syria, as the available statistics of terrorist operations confirm their increase in the months in which Turkey continued its threats and attacks with the presence of a large number of ISIS leaders in the areas occupied by Turkey who lead terrorist operations in the region especially in al-Hol camp and its surroundings, where evidence and documents, as well as confessions of many of the terrorists who were arrested confirm Turkey's use of all available tools, including intelligence, security and funding sources to reach terrorist cells in and outside the camp in order to link them more strongly with terrorist networks in the areas it occupies in northern Syria, and maintaining the continuation of terror in the camp, to strike security and stability in the entire region.

Undoubtedly, our forces made great sacrifices to prevent the escalation of the danger of the terrorist organization and its cells in the camp, as they impeded many of its terrorist operations through periodic security campaigns, and gave many martyrs in order to protect the residents, and affirmed their principled commitment and full respect for international laws related to human rights, despite the exceptional conditions that it faced and is still facing with the terrorist organization cells who take advantage of the humanitarian conditions in the camp and hide among women and children and in tunnels that our forces repeatedly exposed.

The absence of a clear international plan to solve the dilemma of Al-Hol camp

The absence of a clear international plan to solve this dilemma, the failure of the concerned countries to evacuate their nationals, as well as the failure to provide sufficient and effective support to our forces and the institutions of the Autonomous Administration contributed to the growing danger of the camp to its residents and the surroundings, as well as the formation of the estimated risk to counter-terrorism efforts in general, so from this point, we hold the international community responsible for the recent situation that has reached the degree of seriousness of the camp, and its disregard for the networks of communication and financing that link terrorist cells with their leaders in the areas occupied by Turkey and from which terrorist plans are launched.

On this basis, we in the Internal Security Forces of NE Syria, with the support and assistance of the Syrian Democratic Forces and the International Coalition to Fight ISIS, announce the launch of the second phase of the "Humanity and Security" campaign in al-Hol camp to pursue ISIS terrorist cells and rid the residents of their evil and terrorism.

The statement stressed, "This operation has been long overdue and has been postponed due to the recent Turkish attacks and threats, as we will face in the region and the world many security problems if we do not act now, and from here we call on all the countries and organizations concerned to support us in this process and provide support to the residents in the camp until the end of the operation and the achievement of its goals.

Our forces reiterate once again their commitment to human rights laws and charters, especially those that regulate the mechanism of security dealing with environments in which terrorist cells hide and exploit them to carry out their terrorist operations.

On March 28, 2021, the Internal Security Forces launched the "Humanity and Security" campaign, and announced the end of its first phase on April 2, 2021 within al-Hol camp, and the arrest of 125 mercenaries from ISIS sleeper cells, including 20 leaders.
