​​​​​​​On Newroz Day... Autonomous Administration issues a general amnesty

 On Newroz Day, the General Council of the Autonomous Administration of North and East Syria issued Law No. 5/ the General Amnesty Law.

 Under this law, a general and comprehensive amnesty is granted for all crimes committed before 16-3-2022, according to the following:

 Article (1) in Violations and Misdemeanors: For the full penalty restricting freedom in offenses and misdemeanours.

 Article (2) In felonies: A- Life imprisonment shall be replaced by a temporary imprisonment for a period of 15 years.

 b- For a quarter of the penalty of temporary imprisonment.

 C- For the full life or temporary punishment of the convict suffering from an incurable and terminal illness.

 D- For the full temporary punishment of the convict who has completed seventy-five years of age on the date of this pardon.

 E - The lesson is the criminal description of the act, not the sentence imposed.

 Article (3)

 Excluded from the provisions of this law are:

 A- Crimes of terrorism, treason and espionage

 b- Crimes related to public money.

 c- Crimes of rape, indecent acts and sexual assault on minors.

 D- Crimes of drug trafficking and promotion.

 F - Convicts who have absconded and who have escaped from justice unless they surrender themselves within 60 days of the issuance of this law if they are within the Autonomous Administration areas of northeastern Syria, and within 90 days for those abroad.

 g- Fees and fines of any kind.

 Article (4)

 Subject to the provisions of Articles (1) and (2), to benefit from the provisions of this Law:

 A- Paying or depositing the convicted person by a final judgment of the sums, compensations and obligations awarded in favor of the plaintiff, or submitting the forfeiture of the personal right.

 b- Dropping the personal right to murder.
