The draft bill on the Pentagon's defense budget stipulates that the president must take at least 5 punitive measures against Turkey within a period not exceeding 30 days from the date the law enters into force.

It is noteworthy that Turkey received the Russian S-400 air defense systems in 2019, which caused a crisis in Turkish-American relations. Washington deported Ankara from its F-35 program and threatened to impose sanctions.
