Tel Tamr,  Zarkan villages are under Turkish attacks, Russia turns blind eye

Since its occupation of Serêkaniyê and Girê Spî, the Turkish occupation and its mercenaries' attacks on the villages of Te Tamr and Zarkan, adjacent to the lines of contact have not stopped despite the presence of Russian forces which have not made any comment about the violation of the ceasefire agreement by its Turkish ally.

U.S. President Donald Trump has extended the state of national emergency related to the situation in north and east Syria for one year in a statement published on October 8, 2020, and held Turkey responsible for exposing civilians to danger.

However, despite the decision to extend the state of emergency and cease hostilities, the Turkish occupation and its mercenaries continue to launch their attacks on the region, committing war crimes against civilians in the occupied city of Serêkaniyê and the villages of Tel Tamr and Zarkan.

'September'

The Turkish occupation army and its mercenaries have doubled their mobilization since September, especially in al-Dawoodiyya and Mulla Suleiman villages in Tel Tamer countryside, in addition to intensifying their presence on Zarkan district line.

The mobilizations coincided with the mercenaries intensification of looting and stealing civilians' properties in that area.

The Syrian Observatory for Human Rights documented the Turkish occupation and its mercenaries continuation of stealing the people's properties in Serêkaniyê and transferring them to Turkish territory.

Turkey's mercenaries completely looted civilians' homes in al-Sherkeh village in Serêkaniyê countryside, stole public properties and electricity networks to extract minerals from copper and aluminum, sell them as scrap in Turkey's markets after smelting them as an alloy.

A military source told our agency that the mercenaries steal civilians' properties in Serêkaniyê villages, and send them to their military zones or their warehouses within Serêkaniyê occupied city.

The looting and theft aroused people's resentment and anger, as the people of Alouk village, east of Serêkaniyê, protested on September 19 against the mercenaries after a civilian’s motorcycle was stolen.

However, the mercenaries attacked civilians, targeted them with bullets, and a number of civilians were wounded; the condition of two of them was critical.

Turkey's mercenaries fight over the stolen items, as clashes erupted among Turkish mercenaries in the villages of al-Qassimiyya and al-Rehaniyya in the northwestern countryside of Tel Tamr on September 20, and lasted for a week.

'Explosions'

On the morning of September 5, al-Sultan Morad mercenaries detonated a booby-trapped vehicle near one of the military barracks in the occupied village of al-Rehaniyya, northwest of Tel Tamr district.

The video, which our correspondent obtained, confirmed that the mercenaries deliberately carried out the explosion, and no information was received about the losses inflicted to the mercenaries.

The Syrian Observatory for Human Rights said that this blast coincided with monitoring clashes and tension in the villages of Mash'afa, Mahmudiyya, Aneeq al-Hawa, Qeboor Qarajena and Manakh occupied by Turkey and its mercenaries.

The Observatory indicated that the escalating disputes which often develop into armed fighting and targeting with shells and machine guns among the mercenaries are due to sharing the stolen goods.

The region has witnessed clashes accompanied by mutual bombardment between the mercenaries of "al-Sultan Morad" on one side and the mercenaries of "al-Hamzat Division" on the other hand, and more than 3 houses were burned due to a dispute over them by the warring parties, while information stated that losses inflicted to the two parties due to the shelling and clashes.

After the blast, the mercenaries shelled Zarkan district and its southern villages with heavy weapons, starting from Hamdoush hamlet, south of Zarkan district.

The shelling of Zarkan district coincided with a similar target of Abbush village, north of Tel Tamer district, with heavy artillery and mortars.

The explosions continued in the occupied areas. On September 12, two successive explosions took place in the occupied city of Serêkaniyê, and that resulted in killing and wounding a number of people.

'Targeting Populated villages'

On September 21, the Turkish occupation's mercenaries shelled the villages of "Dada Abdal, Om Ashba, Mahramleh" of Zerkan, starting from their base in al-Dawoodiyya village, amid launching light bombs in the sky of the region.

On September 23, the mercenaries of the Turkish occupation shelled Om al-Keif village and its silos.

The shelling caused an exodus from the villages surrounding Zarkan district towards ed-Dirbasiyya city and other safe areas.

'Kidnapping for ransom'

At the beginning of September, the mercenaries of Soqor al-Shemal of the Turkish occupation kidnapped two civilians in the village of "Om Harmaleh," north of Zarkan district, in the framework of their ongoing crimes against the people of the occupied territories, with the aim of demanding a ransom.

Sources from the occupied territories reported that the mercenaries of the Turkish occupation kidnapped two civilians, and they were Abdel Aziz al-Musaitef and his brother.

On November 4, sources reported to our agency that the Turkish occupation and its mercenaries kidnapped a family of three people (a man, a woman and their young daughter) from Leylan village, west of Tel Tamr district.

'International reports documenting crimes'

The United Nations International Investigation Commission issued a report on September 15 about the violations of the various conflicting parties in Syria, and the report included detailed documentation of war crimes committed by the Turkish state and its mercenary gangs in the occupied territories.

The International Investigation Commission devoted nearly half of the report to the war crimes committed in Afrin and Serêkaniyê, and published a series of satellite images.

Photos taken in different close periods show the destruction inflicted to the civilian displaced camps in the village of al-Dawoodiyya during the attacks of the Turkish occupation army, and the report referred to the seizure of civilian homes by Turkish mercenaries, turning the area into a military base.

'October crimes'

In October, the first anniversary of the occupation of Serêkaniyê and Girê Spî cities by Turkey, Turkey and its mercenaries committed new crimes this month, which were added to the war crimes it had previously committed.

In this context and on the first anniversary of the occupation of Serêkaniyê and Girê Spî cities by Turkey and its mercenaries, 76 humanitarian organizations called on the United Nations and international organizations to put pressure on the Turkish government to immediately and unconditionally stop the flagrant violations of human rights.

On October 4, our agency's correspondents monitored the increase of earth mounds of the Turkish occupation around the occupied villages in Tel Tamer countryside, in conjunction with military build-ups.

Mounds and military barracks were built on the outskirts of the occupied villages of al-Areesha, al-Aziziyya and al-Dawoodiyya.

In October, the occupation continued targeting the populated areas, as it shelled on October 8 with artillery and heavy weapons from its base in Arada village, 1 km north of Zarkan the villages of the region, in addition to firing shells from the occupied villages of Dawoodiyya and Bab al-Khair towards Zarkan district.

On October 24, clashes broke out among Turkish mercenaries in al-Rehaniyya and al-Faisaliah villages, northwest of Tel Tamr, as a result of their disputes over the stolen goods and the seizure of civilian homes.

The mercenaries also targeted the populated village of al-Dardara, north of Tel Tamr on Zarkan district road.

On the 28tjh of last October, the Syrian Observatory monitored a great popular discontent within Serêkaniyê city and its surroundings against the background of the bloody incidents in the region represented by violent armed fighting among the mercenaries of al-Sultan Morad, which left human losses, as 5 civilians, including a woman and a child lost their lives, as well as damage inflicted to homes due to randomly falling shells.

While 7 mercenaries were killed and more than 15 others were wounded, some of them seriously, and they were transferred to Turkey's hospitals at that time.

On the same day, the movements of the Turkish occupation army and its mercenaries increased in the vicinity of Zarkan district, along the international road, west of Tel Tamr, amid almost constant hovering of reconnaissance aircrafts.

The military build-ups of the Turkish occupation and its mercenaries were concentrated in the villages of Aneeq al-Hawa, Tel Mohamed, Bab al-Khair and Om Ashba, in addition to monitoring several military zones in the villages on the western side of Tel Tamr district, in addition to the establishment of a new base near the M4 international road.

The new points in which the Turkish occupation and its mercenaries were stationed are schools and a number of civilian homes.

Aram Hanna, the Official Spokesman for the Syriac Military Council confirmed to our agency in a special statement that "the front lines are witnessing intense movements of the Turkish occupation and its mercenaries, especially near the M4 international road, west of Tel Tamr district."

Hanna also confirmed that the Turkish violations have continued from the first day of the ceasefire agreement until the present time, and indicated that the violations included the systematic and continuous shelling of villages inhabited by civilians in the contact lines, in addition to cutting off the water of Alouk station for more than a million people in al-Hasakah city and its suburbs.

'Mobilization and constant bombardment before the eyes of Russians'

On the first day of this November, clashes broke out between the mercenaries of al-Sultan Morad Division and the 20th Division of the Turkish occupation.

These clashes resulted in killing a mercenary of "al-Sultan Morad" Division, in addition to wounding at least 4 members on both sides.

On November 3, the Turkish occupation mercenaries brought armored vehicles and tanks to villages adjacent the M4 road.

Our correspondent managed to monitor the mercenaries' movements and their reinforcement of their military points in the villages of al-Arbaeen, Leylan, al-Hamdaniyya, and al-Debsa, west of Tel Tamr district.

The same sources stated that "the weapons brought by the Turkish occupation to the region included tanks, armored vehicles and "Grad" missiles.

On November 8, new movements of the Turkish occupation's mercenaries were monitored in the villages of al-Reyhaniyya and al-Qassimiyya, 4 km northwest of Tel Tamr, and a military source explained that it was the first of its kind after the occupation of that area.

The mercenaries also installed their points, reinforced their forces in those villages and raised their flags over the homes of the civilians who had displaced them.

These mobilizations took place before the sight of the Russian forces which are considered the guarantors in the region not far from the mercenaries' bases in the villages of al-Reyhaniyya and al-Qassimiyya except for a distance of less than 2 km, but they did not show any position towards these movements and reinforcements.

On November 9, the Turkish occupation army and its mercenaries shelled the villages of Zarkan district "Om Harmaleh, Matmoura, Besis, Dada Abdal and al-Safa" with artillery and missiles.

On the same day, the Turkish occupation fortified its sites opposite the border villages to the west of ed-Dirbasiyya, especially the village of Jatleh which is 2 km west of ed-Dirbasiyya, in conjunction with the digging operations.

Our correspondent there said that the fortifications include building new military points on the borders, lifting the earth mounds, and removing 7 pieces of the concrete wall, in conjunction with digging around their zones.

On November 11, Turkish mercenaries shelled the villages of "Dada Abdal, al-Safa and Besis" northwest of Zarkan district with heavy artillery and mortars, in addition to carrying out several raids by Turkish reconnaissance aircrafts.

The shelling caused the displacement of the villagers and destroyed a number of houses, in addition to wounding several members among the Syrian government forces despite the presence of Russian forces in the region.

'Russia and America bear responsibility for Turkish crimes'

The Co-chair of the Zarkan District Council, Nariman Abdo, held the American and Russian forces, who are considered effective forces in the region, responsible for the safety of the region and the safety of its people. She said: "They are the decisions and agreements makers that provide for stopping Turkish attacks, must abide by them and stop the occupation and its mercenaries' barbarism."
