When Al-Halbousi adopted the multi-district option in the election law, former Prime Minister Nuri al-Maliki, one of Iran's most prominent men in Iraq confronted him fiercely.

Taking advantage of the Sunni political atmosphere fearful of al-Halbousi's rapid expansion, al-Maliki supported Usama al-Nujaifi's efforts to meet the two wishes of the Sunni businessman, Khamis al-Khanjar, residing in Turkey, as everyone decided that the current speaker of parliament would no longer remain in office.

According to Al-Arab newspaper, Al-Nujaifi hosted, on Friday evening, at his home in Baghdad, a meeting attended by representatives of the Arab Project led by Khamis al-Khanjar and the Mass Party led by Ahmed Abu Mazen, the direct link with Al-Maliki, and other parties to discuss the plan to dismiss al-Halbousi.
